REPORTS 8.1 STAFF REPORTS a) Development Variance Permit Application No. 08/08 – 213 Helmcken Road (R. Nathorst) 1. Report dated August 28, 2008 from the Planning Technician
Staff Recommendation: THAT Council authorize the issuance of Development Variance Permit No. 08/08 which would have the effect of relaxing the following regulations required under the One Family Residential (R-1A) Zone Table of Section 43 (2) of Land Use Bylaw, 1990, No. 35: * variance of the minimum allowable lot width requirement from 17.5 metres (57.4 feet) varying to 5.0 metres (16.4 feet) for Proposed Lot ‘A’ as shown substantially in the plan of proposed subdivision labeled Schedule 1 and attached to the staff report dated August 28, 2008; and * variance of the minimum allowable lot width requirement from 17.5 metres (57.4 feet) varying to 7.7 metres (25.3 feet) for Proposed Lot ‘B’ as shown substantially in the plan of proposed subdivision labeled Schedule 1 and attached to the staff report dated August 28, 2008; For the property described as Lot 1, Block 2, Section 8, Esquimalt District, Plan 4178 (213 Helmcken Road). * Comments from Applicant * Comments from Public * Correspondence b) 2008 Annual Report 1. 2008 Annual Report (for final review and approval) c) Award of Tender for Six Mile Road Improvement Project Phase Two 1. Staff Recommendation: THAT Council awards the construction of the Six Mile Road Improvement Project Phase Two to Northridge Equipment Ltd., in the amount of $379,290.60 (excluding GST). d) Temporary Commercial Use Permit for 1636 Island Highway – Off-Site Parking for the Casino 1. Report dated August 28, 2008 from the Planner Staff Recommendation: THAT Council approve the Temporary Commercial Use Permit application which will allow the land at 1636 Island Highway to be used for parking for a period of up to two years and will permit the installation of two temporary signs to direct patrons to this parking area, subject to the following conditions: 1. The applicant install temporary fencing along the perimeter of the north side of the parking lot as a safety and security measure. 2. The generator-based temporary lighting be shut down by 9:30 p.m. each evening to minimize the noise and light impacts on the neighbours. a. should the applicant require lighting to extend later into the evening, then it is recommended that a less intrusive, more ambient light source be developed which effectively offers safety and security to patrons. 3. The Town receive a Site Remediation deposit, to ensure the concrete posts installed on the site, are adequately removed upon vacancy or end of the permit term, whichever comes first. e) Appointment of Deputy Business Licence Inspector 1.
