Supporting the Transition of Community Primary Care
Presented by: Dr. Spencer Cleave Town of View Royal November 7, 2023

about us
The Westshore Primary Care Society is a local charity on a mission to improve access to Primary Care in the British Columbia communities of Colwood, Esquimalt, Highlands, Langford, Metchosin, and View Royal.
Our 5-Year Strategic Plan
- Develop a framework for converting existing private practice clinics to society-operated non-profit clinics.
- Convert two West Shore clinics which have already applied to transition from private practice clinics to WPCS-operated not-for-profit clinics.
- Developing a recruitment strategy to attract Primary Care Practitioners to Esquimalt and the West Shore.
- Develop new Capital Projects to create much-needed Primary Care capacity to serve a regional population still projected to grow, including working with community partners to find innovative ways to deliver improved primary care services to our communities.
HOW YOUR MUNICIPALITY CAN help us
10 new family physicians are needed to fill the gap for View Royal.
Transitioning a local clinic currently considering closure, to operate under the Westshore Primary Care Society Model, we can retain the services of the doctors already serving the community. WPCS supports their business operations and development, so they can spend more time seeing their patients.

View Royal Option #1
Fund the transition of an existing private clinic in your municipality to a not-for-profit clinic operated by the WPCS and the cost of recruiting two (2) family physicians = $170,000
View Royal Option #2
Fund the transition of an existing private local clinic to a not-for-profit clinic operated by the WPCS AND the cost of recruiting one (1) family physician = $135,000
View Royal Option #3
Fund the transition of an existing private local clinic to a not-for-profit clinic operated by the WPCS = $100,000
Thank you!
