Re: rezoning application 2023-01; 339,341,345 Island Highway
I am writing again to express my concerns about the exit of the proposed development at 339, 341, 345 Island Highway onto Prince Robert Drive. I do not believe the report to council adequately addresses the concerns raised by the public and the committee of the whole about rat running through Prince Robert Drive and the Harbour Neighbourhood and fails to acknowledge the very real experiences of community members of the impact of congestion on the highway to our streets. The proposal to use traffic calming measures is insufficient to address the potential harm of so many additional vehicles using this street as a main thoroughfare to avoid congestion on the highway.
Prince Robert Drive has no sidewalks, and is narrow with limited visibility in places due to vegetation. This is one of the charms of the Harbour neighborhood. A significant increase in traffic will compromise the safety of the many pedestrians in our neighborhood. I think this proposal also needs to be considered within the context of potential changes to our neighborhoods as a result of recent legislation and compounding effects of increased expected traffic.
The development should include commitments to require turns directly out to Island Highway, either by exiting directly onto Island Highway rather than Prince Robert Drive, as other developments along the strip are doing, or by a forced turn right from the development/ left into the development from Prince Robert Drive.
Thank you for your consideration of my concerns.
Sincerely, Holly Cairns
