"THAT a letter be sent to School District No. 61 Board of Education informing them that the Town of View Royal will fund crossing guard services in the amount of $37,600 for the 2022/2023 school year;

AND THAT the letter also provide notice that this will be the last year the Town will fund crossing guard services."

a) Provincial Infrastructure Planning Grant for the Strategic Asset Management Plan

Staff Recommendation:

THAT the Town of View Royal apply for a Provincial Infrastructure Planning Program Grant to help fund the proposed 2023 non-core project titled "Strategic Asset Management Plan".

b) UBCM Asset Management Planning Grant for the Sustainable Infrastructure Replacement Plan Data Integration

Staff Recommendation:

THAT the Town of View Royal apply for the UBCM Asset Management Planning Grant to help fund the proposed 2023 non-core project titled "Sustainable Infrastructure Replacement Plan - Data Integration".

c) Coastal Adaptation Plan - Union of British Columbia Municipalities (UBCM) Grant Application

1. Report dated January 11, 2023 from the Senior Planner (Pg. 38 - 42)

Staff Recommendation:

THAT a grant application for the Community Emergency Preparedness Fund (CEPF) be supported for the Coastal Adaptation Plan as per the January 11, 2023 report from the Senior Planner titled "Coastal Adaptation Plan - Union of British Columbia Municipalities (UBCM) Grant Application";

AND THAT staff proceed to apply for and, if approved, manage the grant funding.

d) Policing Facilities Expansion Project

1. Report dated January 11, 2023 from the Chief Administrative Officer (Pg. 43 - 125)

Staff Recommendation:

THAT the Town of View Royal approve a budget of $186,720 funding from the Town's Police Capitalization Reserve which represents the Town of View Royal's proportionate share (15.56%) of the total budget of $1,200,000 required to further define the project requirements and goals, to arrive at a point where a decision on whether the Policing Facilities Expansion Project should proceed can be made;

AND THAT Mayor Tobias and the Chief Administrative Officer, Kim Anema, be appointed to a Joint Police Facilities Steering Committee to be made up of the Mayors and Chief Administrative Officers of the Town of View Royal, City of Langford and City of Colwood to oversee the process of advancement of further project definition.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

1. Street Lighting on Watkiss Way and St. Giles Street

THAT the Committee recommend to Council that staff provide information regarding the installation of street lighting on a.) the Galloping Goose Regional Trail near Watkiss Way and b.) St. Giles Street to the 2023 budget deliberations. (COW-01-23)

b) From the December 13, 2022 Committee of the Whole meeting:

1. Sustainable Infrastructure Replacement Plan and Draft Asset Management Policy Report

THAT the report dated December 6, 2022 from the Deputy Director of Engineering and Manager of Accounting titled "Sustainable Infrastructure Replacement Plan and Draft Asset Management Policy Report" be received;

AND THAT the Committee recommend to Council that staff further develop the Town's Asset Management Program in accordance with the AMBC Framework. (COW-24-22)

2. Rapid Transit Mobility Hub

THAT the Committee recommend to Council that both the Ministry of Transportation and Infrastructure and BC Transit be requested to provide traffic studies relating to the impacts of the proposed traffic light, pedestrian use, and the potential park and ride facility at the Atkins area Rapid Transit Mobility Hub. THAT the Committee recommend to Council that BC Transit be invited to provide an update on the Rapid Transit Mobility Hub and the rapid transit project at an upcoming meeting in early 2023. (COW-26-22)

3. Highway Noise Mitigation Options

THAT the Committee recommend to Council that the Mayor and Chief Administrative Officer work with the Ministry of Transportation and Infrastructure to devise an agreement to fund a noise barrier fence to address TransCanada Highway noise in the Thetis Vale area. (COW-27-22)

4. Parking on Street in Excess of 72 Hours
