1. CALL TO ORDER

Mayor Tobias called the meeting to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

2. APPROVAL OF AGENDA

MOVED BY: Councillor Mattson SECONDED BY: Councillor Rogers

THAT the agenda be amended to defer item 8.1(a) to the June 13, 2023 Committee of the Whole meeting and add item 9.2(d-f);

AND THAT the agenda be approved as amended. CARRIED

4. MAYOR’S REPORT

The Mayor discussed the Town’s recent strategic planning session, opening of the Juan de Fuca Parks and Recreation skatepark, and gasification of biosolids by the Capital Regional District.

a) S. Rahmanian, 6 Adkin Place, spoke to Council regarding the Helmcken Road Trestle Mural and noted he is interested in assisting in the upcoming mural project.

8.1 STAFF REPORTS

a) Canadian Mortgage and Housing Corporation’s Housing Accelerator Fund

Report dated May 10, 2023 from the Director of Development Services defer to the June 13, 2023 Committee of the Whole meeting

b) Nursery Hill Drive Playground Request

Report dated May 10, 2023 from the Director of Engineering and Parks

The Director of Engineering and Parks gave an overview of the report to Council.

Council and staff discussed distance between Chilco Park and the proposed Nursery Hill Park, extent of neighbourhood consultation by the strata, possibility of a passive playground vis a vis CSA safety standards, and site feasibility and limitations.

C-69-23 THAT the request for a playground on Nursery Hill Drive be referred to the Parks, Recreation and Environment Advisory Committee to explore alternative playground options that may be able work safely in the proposed space and engage with Nursery Hill area residents on these alternative playground options. CARRIED

c) Growing Communities Fund Eligibility Criteria

Report dated May 11, 2023 from the Director of Finance

The Director of Finance gave a summary of the report to Council.

Council and staff discussed eligible projects.

THAT the report dated May 11, 2023 from the Director of Finance titled “Growing Communities Fund Eligibility Criteria” be received. CARRIED

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

Council discussed date for the Code of Conduct review to take place.

C-70-23 THAT the report dated April 27, 2023 from the Chief Administrative Officer titled “Code of Conduct Review” be reviewed at a future date. CARRIED

Council and staff discussed the reporting of grant funds by recipients and requested that staff provide Council with an update regarding recipient use of funding.

C-71-23 THAT a 2023 Grant in Aid of $5,000 be approved in accordance with Policy No. 1600-012 for the View Royal Community Association. CARRIED

a) Minutes of the West Shore Parks and Recreation Society Board of Directors meeting held April 13, 2023

Councillor Kowalewich noted that the West Shore Parks and Recreation Society (WSPRS) Board of Directors received a presentation from auditors and that the May 13 grand opening of the Thrifty Foods Skatepark was well attended.

Council discussed the opening of the skatepark, emergency use of the WSPRS facility, and programming, specifically the opportunity for WSPRS to assist in resurrecting Nights Alive at Shoreline Community School.

C-72-23 THAT the email dated May 8, 2023 from N. Thompson, Re: Installation of speed humps on Pheasant Lane” be referred to staff for evaluation through the Town’s Traffic Calming Policy #5200-016. CARRIED

b) Email dated April 30, 2023 from J. & T. Dellaviola, Re: Garbage Collection Fees and Timing
