PROPOSAL: Sail Shade Art Project in View Royal Park

Benefits of Sails Shade Project	Concerns with Mural Project
Combines pleasing artistic style with practical use with safety and comfort features for our centralized signature park	Town already has mural art (Atkins tunnel) created by the community. View Royal Elementary School has a mural on its big wall. There is also a train image on the E&N rail bridge.
Two successful examples in CRD: 1) Jubilee Play Park near airport (very popular along the Airport Trail). Been up continuously for 5 years and in excellent condition. 2) Westshore Rec Daycare (images of both below). The latter is made by Shade Sails Canada (Revelstoke BC). Size approx. 6m x12m. It has the town’s logo colours!	Helmcken overpass has potential safety distraction issues for pedestrians / cyclists near school and busy roundabout. Other issues if the 4 Mile location is Plan B.
Climate change extreme heat is now considered significant a health and safety risk that is both dangerous and costly. Sails are part of the “cool zone” strategies in public places. Key defence for skin cancer prevention (note: sun safety plan).	Investing in “just” art is not highest and best use of town’s limited revenue sources
This picnic shelter (recommended on page 21 of 2020 park Plan) compliments the great activity amenities and is serviced by the toilet and drinking water access.	Even if another location, there is still the significant time and resources to select the theme, the artist, evaluate the proposals. Possible delays and additional costs as we experienced with the Totem Pole at the firehall
Great for spontaneous social gathering, as wekk as garden harvest sales, community social and entertainment events (art shows and music). Rain or shine!	Controversial issue with 10% tax increase (and following years). Also, contentious possibilities with the chosen theme and quality of the completed art project etc. Very little recourse.
Appears to be similar costs for custom design as the mural project. It can be implemented in a modular phased approach.
While routine maintenance is recommended, the Jubilee Park structure has been up “365” for 5 years and still looks amazing!
Art could be also added to the support structures
The sails represent the artistic sails in our Town’s crest logo!
