CALL TO ORDER – Mayor Screech called the meeting to order at 8:37 p.m.

THAT the agenda be amended to move item 8.1(a) below item 2; AND THAT the agenda be approved as amended. CARRIED

REPORTS

8.1 STAFF REPORTS

a) 94 Talcott Road – Temporary Use Permit No. 2017/01

Report dated March 30, 2017 from the Planner

Council and staff discussed the September 15, 2017 date to not accept new residents; ensuring two security personnel are on-site between 3:00 p.m. - 11:00 p.m.; the possibility of an escalating performance bond structure; requirement of a higher performance bond should the facility not be decommissioned by March 31, 2018; ability to revoke the permit should conditions not be met; and assurances in place to have conditions met.

D. Evans, Executive Director, Our Place Society, clarified that as of May 1, 2017 there will be two security personnel on-site between the hours of 7:00 a.m. – 11:00 p.m.

C-32-17 THAT Temporary Use Permit No. 2017/01 be approved to permit the use of a the facility at 94 Talcott Road for Transient Residential uses until March 31, 2018;

AND THAT Temporary Use Permit No. 2017/01 include the following conditions:

if monthly member responses by the RCMP increase at a rate deemed to be unacceptable by Council (currently at approximately six (6) calls per month based on 2016 figures), the permit may be revoked;
if Council perceives that there is an unacceptable risk to the neighbourhood residents, Town staff, RCMP members, facility staff or residents, the permit may be revoked;
the total number of residents at the facility is not to exceed fifty (50), and all residents shall be accommodated indoors;
the facility does not accept new residents after September 15, 2017;
the facility must be vacant of residents on December 31, 2017. A performance bond in the amount of $25,000 is to be provided by April 10, 2017 to ensure that the site is decommissioned on the date specified. In the event that the site is not decommissioned, the bond is to be forfeited;
security personnel must be available on and off site between the hours of 7:00 a.m. and 11:00 p.m. seven days a week. Foot and bicycle patrols shall be used;
monthly meetings with Town residents, Choices Transitional Home staff, RCMP and Town staff (as necessary) must take place;
the Choices Transitional Home Director of Housing provide a monthly report to Council outlining the resident intake, discharge, and staff training undertaken, patrol status, and a monthly meeting summary;
that the Town take security in the amount of $25,000 to pay for overtime calls taken by Westshore RCMP and the Town of View Royal Protective Services Department; and
that, should conditions of the Temporary Use Permit No. 2017/01 not be met, staff bring the issue forward to Council for discussion.

CARRIED AS AMENDED Councillor Rast voted in the negative
