5. PETITIONS & DELEGATIONS

a) L. Coates, 591 Stornoway Drive, Victoria Youth Field Lacrosse, Re: Request Assistance in Obtaining Additional Turf Fields in the Westshore

Ms. Coates gave a presentation to Council regarding the need for additional turf fields in the Westshore and requested that Council pass a motion enabling the Town to work with the West Shore Parks and Recreation Society to identify partnership opportunities with the Sooke School District to develop additional turf fields.

Council and Ms. Coates discussed the number of youth interested in field lacrosse and the availability of time on the existing turf fields.

C-98-17 THAT the Town of View Royal work with West Shore Parks and Recreation to identify partnership opportunities with the Sooke School District and neighbouring communities to develop additional multi-use all weather turf fields on the Westshore. CARRIED

6. PUBLIC PARTICIPATION PERIOD

a) A. Flint, 235 Island Highway, spoke to Council regarding “Movember”, a charity to raise awareness for men’s health. He requested that Council recognize November as Movember; raise the Movember flag at Town Hall for the month of November; and grow moustaches for the month of November in support of Movember.

b) S. Spencer, 115 St. Giles Street, noted her concerns regarding the installation of a basketball court at Chancellor Park; linkage between the improvements at Chancellor Park and the development of 1342/1352 Trans-Canada Highway opportunity for public input moving forward with the development at 1342/1352 Trans-Canada Highway; and improvements to Chancellor Park being geared towards younger children who are the daily users of this park.

The Mayor noted that the rezoning was approved to facilitate the development of 1342/1352 Trans-Canada Highway in the summer and that a form and character development permit application will be coming forward for consideration in the future.

c) S. Tobias, 115 Conard Street, expressed his concerns regarding the installation of a basketball court at Chancellor Park and the loss of greenspace. He feels there is a linkage between the Park improvements and the development at 1342/1352 Trans-Canada Highway as the developer provided funds towards the improvements.

The Mayor noted that discussions for improvements to Chancellor Park, which included the installation of a basketball court, commenced in 2002; and were part of the 2017 budget deliberation process.

d) A. Hanes, 1969 Ridgeview Rise, spoke to Council regarding the installation of a basketball court at Chancellor Park; loss of greenspace at the Park; and the siting of the basketball court in relation to the Galloping Goose Regional Trail.

The Senior Planner noted that no further trees are proposed to be removed from the site.

b) L. Pakos, 336 Glenairlie Drive, questioned whether there will be secondary suites permitted as part of this development. Council and staff noted that secondary suites will not be permitted.

  • variance to the maximum building height of Building C1 from 7.5 to 8.3m;

c) BC Energy Step Code – Introduction

The Senior Planner summarized the report for Council.

Council and staff discussed built green levels being incorporated in the Step Code; an information session and tour being held on November 10; the process for making BC Energy Step Code changes; and the Town working in consultation with the Capital Regional District.

C-102-17 THAT the Town provide the following feedback to the Ministry of Public Safety and Solicitor General in regard to their discussion paper entitled “Cannabis Legalization and Regulation in BC”:

  • Minimum Age: minimum age of 19 years old to buy, grow and publicly possess up to 30 grams of non-medical cannabis;
  • Personal Possession – Adults: limited to not more than 30 grams dried cannabis;
  • Personal Possession – Youths: limited to not more than 5 grams dried cannabis and product may be confiscated and a ticket issued;
  • Public Consumption: to follow the same requirements as alcohol, the Liquor Control and Licensing Act and the Capital Regional District’s Clean Air Bylaw;
  • Drug-impaired Driving: much work and training remains to be done on this issue to ensure our communities are kept safe; this work must involve police departments and communities;
  • Personal Cultivation: limited to not more than four plants per household though there are concerns regarding impacts to structures, impacts to landlords, and scent in multi-family structures;
  • Distribution Model: a government distribution model should be established for the warehousing and distribution of cannabis;
  • Retail: a public retail system should be established and advertising should be prohibited;
  • Regulations should be the same across the Province though local government should be able to individually determine if they wish to zone or not zone for cannabis-related uses; and
  • Local governments should be included in the related revenue that will be generated. CARRIED

The Director of Engineering noted that the improvements to Chancellor Park were approved as part of the 2017 budget deliberations. He noted the measurements of the basketball court represents 5% of the area of the park and that there will be a 6 ft. fence surrounding a portion of the court for safety purposes.

The Mayor and staff discussed funding for the improvement; fencing along the Galloping Goose Regional Trail side of the basketball court; public consultation; location of the basketball court in relation to the Galloping Goose Regional Trail; and reassessment of the basketball court in one year.

a) L. Pakos, 336 Glenairlie Drive, feels that the paved area at Chancellor Park will provide a good play area for children during the annual rainy season. She also inquired as to when the graffiti from the Four Mile trestle will be removed.

b) J. Zwicker, 2471 Park Ridge Place, questioned whether Eagle View Elementary School is a site for residents to go in the event of a major emergency.
