RECOMMENDATION:

THAT Council give first, second and third readings to Municipal Ticket Information Bylaw No. 643, 2007, Amendment Bylaw No. 984, 2017.

I concur with the recommendation.

PURPOSE OF REPORT:

To amend Schedule 12 of the Municipal Ticket Information Bylaw (MTI).

BACKGROUND:

The attached draft bylaw amendment (Attachment “A”) amends Schedule 12 of the Municipal Ticket Information (MTI) Bylaw. Schedule 12 provides for ticketing relating to the Streets and Traffic Regulation Bylaw.

This proposed amendment will allow tickets to be issued when a vehicle is on a highway for the principal purpose of:

  • displaying any vehicle for sale;
  • advertising, greasing, painting, wrecking, storing or repairing any vehicle, except where repairs are necessitated by an emergency;
  • displaying any signs;
  • selling flowers, fruit, vegetables, seafood, or any other commodity.

These activities were inadvertently not listed in Schedule 12 of the MTI Bylaw and while a replacement Streets and Traffic Bylaw is underway – which will necessitate an MTI Bylaw amendment – it is important to put forward this amendment to ensure enforcement options.

RECOMMENDATION:

THAT Council give first, second and third readings to Municipal Ticket Information Bylaw No. 643, 2007, Amendment Bylaw No. 984, 2017.
