a) Development Variance Permit No. 2016/10 – 107 Meadow Park Lane
Report dated November 26, 2016 from the Planner The Planner provided a PowerPoint presentation to Council which summarized his report of November 26, 2016. Council and staff discussed the proposed suite being over the allowable square footage; approval on the basis of the needs of the current owner and not taking into account future sale of the home; condition in which the existing suite be decommissioned; and neighbourhood support.
Comments from the Applicant a) G. Wade, applicant, questioned whether the Town’s bylaw had changed since 2012 when his neighbour’s suite was approved. He stated the suite is being constructed for use by his in-laws. Council noted that the suite is not in question but rather the square footage as it exceeds the allowable amount for a single family dwelling.

Report dated November 30, 2016 from the Senior Planner The Senior Planner gave a summary of the report to Council. It was confirmed that if there were separate businesses in these locations, there would be one sign per tenant permitted. Council and staff discussed signage.

Comments from the Applicant C. McCarthy, owner, stated she understands parking will not be allowed along the sidewalk and noted that there is some space still available in her front yard area for parking. She requested that the proposed covenant not be placed on title.

Council discussed support for Westshore Parks and Recreation Society (WSPRS) to lead the skateboard park initiative and the potential need to form a WSPRS subcommittee. It was noted that clear direction from the WSPRS Board should be provided to WSPRS staff. As well, appropriate locations at the Juan de Fuca Recreation Centre site were briefly discussed.

Inaugural Address,
View Royal, December 6, 2016
Given that this is the midpoint of our four year term I felt that I should say a few words under the mayors report. I will start just by listing some of the Town’s accomplishments since December of 2014. First and foremost I think is the completion of our new fire hall. This building has exceeded expectations in all ways and was brought in under budget due to the hard work of our staff that guided the process. We have seen the completion of Phase 1 of Eagle Creek village in north View Royal. This is a first class and much needed development in close proximity to the hospital. Hopefully Eagle Creek will act as a catalyst for more quality development in that precinct. We have seen the Town secure an agreement with BC Lotteries and Great Canadian Gaming that will result in a significant expansion of our casino and the addition of a theatre along with other amenities. I don't think it is possible to overstate the importance of this in relation to the Towns long term fiscal sustainability. The spin off benefits for all of our West Side communities will also be significant.
On a smaller scale we have seen the purchase of the Portage Linear park along with the installation of a kayak launch on Shoreline Drive and the creation of the shoreline trail. I know that Councillor Rogers is excited about the possibilities for a regional marine trail that exist with these additions. We have also seen the creation of the new playground in Portage Park which has been a great success. We have seen the Town go paperless for our agendas and tonight is actually our first ever meeting without a paper agenda. There are many other accomplishments throughout the organization but are too numerous to mention.
On the regional level we have made some significant progress. We have finally after many years adopted a sewage treatment plan and work is moving forward on that. This plan will result in a projected increase of $240 per household for View Royal residents but I feel that a better plan or better value was not possible. We have also seen the formation of the South Island prosperity project. This organization will work to support economic development right across our region. In the next 18 months we shall see the completion of the E & N rail trail right from Victoria to Langford. The parts of the trail that are already in use have been a wonderful amenity, both for our residents and commuters. On the regional front we have also seen a significant commitment to providing supportive and affordable housing throughout the CRD. There will be an investment of $60,000,000 in the near future and this should help to ease the homeless crisis that we are seeing in the region. The Town, its residents, and staff continue to be challenged by the effects of homelessness in View Royal and I am hopeful that with the Provincial and local government investments on the table that these challenges will lessen in 2017.
Council has an adopted strategic plan and we will continue to work on those objectives for the remainder of this term which is now 22 months. I would like to see us hold a mini strategic planning session in January just to reconfirm our goals and to identify any specific projects that members of Council would like to see accomplished before the end of term.
I would like to especially thank our CAO Kim Anema and the rest of our staff. None of this work happens without a good staff and Council working relationship and View Royal is fortunate to have a small but dedicated and knowledgeable staff. I am also grateful to my Council colleagues for how well we have worked together these last two years. One does not have to look far to see other Councils that are in terrible disarray and it is the community that truly suffers in that situation.
I am proud of our community and proud of the services and the quality of life that we deliver to our residents. I am often told by residents how wonderful the Town looks and what an excellent standard we maintain. As I drove here tonight and looked at all the Christmas lighting recently put up I could not help but agree.
So, thank-you to all, and to our residents for their support, as we continue to make View Royal simply the best place to call home.
