Appendix: Tree Removal Permit Denial Letter

Dear Patrick Dance,
RE: Tree Removal Permit Application – 73 Norquay Road – Town of View Royal
Thank you for your application to remove two (2) trees located at the above noted address.
Your application to remove the following trees has been denied:
- One (1), 43.0 cm, Douglas Fir tree (Pseudotsuga menziesii) located on the north side of the property in the front yard.
- One (1), 56.5 cm, Grand Fir tree (Abies grandis) located on the north side of the property in the front yard.
This application is denied at this time due to the following reason:
- These trees are considered “protected and/or significant” trees as per the Town of View Royal’s Bylaw No. 695.
If you disagree with this decision, you have the right of appeal according to the Town of View Royal’s Tree Protection Bylaw #695, Section 19. To proceed with an appeal, you will have to ask Council in writing to have this application reconsidered. This application will come before Council at a regular council meeting where you can attend and speak to the application.
Due to the species and size of these trees, proceeding to this next step will require you to obtain a certified arborist report stating the reasons for this tree to be removed. Here are some names of arborists that the Town has used for reports in the past and trusts them to be accurate. The people mentioned are consulting arborists only. They provide reports on the status of trees and do not do tree removal.
These are the arborists:
- Tom Talbot at Talbot, Mackenzie and Associates, Consulting Arborists, 250-479-8733
- Michael Gye & Heidi Krogstad at Urban Forestry Ltd., 250-654-0550
You can use one of these or another certified arborist of your choice. Please note that the cost of the arborist report is your responsibility. Once you have a certified arborist report completed on the tree, please contact me and we will proceed from that point.
If you wish to prune these trees, then by means of this letter, you are permitted to do so. When this work is performed, please insure proper pruning (re: No topping of the tree, proper cuts, etc.) of this tree takes place. These trees are considered “protected and/or significant trees” in the Town of View Royal, so please use the utmost care in pruning and the amount of material removed should be the absolute minimum.
