8.1 STAFF REPORTS

a) Thetis Vale Phase 7 - Road Naming

  1. Report dated June 15, 2017 from the Planner (Pg. 29 - 44)

Staff Recommendation: THAT "Road A" as identified within Figure 1 attached to the report from the Planner dated June 15, 2017 be named Pitt Place;

AND THAT "Road B" as identified within Figure 1 attached to the report from the Planner dated June 15, 2017 be named Tuzo Court.

b) Parks Master Plan

  1. Report dated June 13, 2017 from the Director of Development Services (Pg. 45 - 185)

Staff Recommendation: THAT Council adopt the June 2017 Parks Master Plan as presented;

AND THAT the 2017 Parks Master Plan action list be brought forward as part of the 2018 budget deliberations.

c) Invasive Species Removal Program Temporary Sign

  1. Report dated June 14, 2017 from the Engineering Clerk (Pg. 186 - 187)

Staff Recommendation: THAT Council approve the placement of one temporary sign one week prior to each invasive species removal event.

d) Draft Annual Report for Year Ended December 31, 2016

Staff Recommendation: THAT the report dated June 15, 2017 from the Executive Assistant titled "Draft Annual Report for the Year Ended December 31, 2016" be received.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

a) From the June 13, 2017 Committee of the Whole meeting:

  1. THAT the Committee recommend to Council that Shoreline Community School Association receive a $20,000 grant-in-aid. (COW-12-17)
  2. THAT the Committee recommend to Council that the following resolution be forwarded to the Union of British Columbia Municipalities 2017 Convention: "WHEREAS the 2017 federal budget proposes to remove the tax exemptions beginning in 2019 for the 1/3 non-accountable expense allowances paid to members of provincial and territorial legislative assemblies and to certain municipal office-holders, including mayors, councillors, directors and alternate directors; AND WHEREAS the impact of this change is that the full amount of remuneration will now be subject to income taxes and Canada Pension Plan (CPP) contributions and, resultantly, may be considered a disincentive to the holding of public office; THEREFORE BE IT RESOLVED that UBCM urge the federal government to abandon its proposal to tax the 1/3 non-accountable expense allowances paid to members of provincial and territorial legislative assemblies and to certain municipal office-holders." (COW-13-17)
  3. THAT the Committee recommend to Council that the View Royal Park Community Garden Society receive a $1,000 grant-in-aid for pollinator beds constructed and installed to Town standards; AND THAT any fruit trees to be planted be clustered together with these pollinator beds; AND THAT the View Royal Park Community Garden Society be responsible for all maintenance in and around the pollinator beds and fruit trees; AND FURTHER THAT the View Royal Community Garden Society's "View Royal Park Urban Agriculture Project and Five Year Plan Proposal" be referred to the Parks, Recreation and Environment Advisory Committee.   4. THAT the Committee recommend that Council support the receipt of a 5.12ha parcel on Lund Road as a community amenity contribution from Limona Construction; AND THAT the Committee recommend to Council that no additional information be required prior to the readings of the proposed bylaws so that a public hearing can be held in late July. (COW-15-17)

8.3 OTHER REPORTS

a) Minutes of the Parks, Recreation and Environment Advisory Committee meeting held May 23, 2017 (Pg. 266 - 270)

  1. THAT the Committee recommend that Council direct staff to send another letter to BC Hydro regarding installation of a 3rd level electric vehicle charging station at Helmcken Road Park and Ride. (PREAC-04-17)
  2. THAT the Committee recommend that Council direct staff to investigate options for a natural playground structure in Garry Oak Meadows Park. (COW-05-17)
  3. THAT the Committee recommend that Council endorse a working sub-committee of the Parks, Recreation and Environment Advisory Committee to identify possible enhancements to and for work on trails in View Royal. (COW-06-17)
  4. THAT the Committee recommend that Council direct staff to invite a habitat group to provide a presentation to the Parks, Recreation and Environment Advisory Committee regarding natural habitat in urban areas. (COW-07-17)
  5. THAT the Committee recommend that Council direct staff to invite neighbouring residents of the Chilco Trail area for a walkthrough of the next phase of the Chilco Trails with Parks, Recreation and Environment Advisory members prior to the next phase of the Chilco Trails being finalized; AND THAT supporting documentation for the Chilco Trails be forwarded to the Parks, Recreation and Environment Advisory members prior to the walk.
