  1. PUBLIC HEARING

a) Statement of Public Hearing Procedure

Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on May 25, 2017. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, May 31, 2017 and Friday, June 2, 2017. A total of approximately 708 notices were mailed on May 25, 2017 to owners and residents of land located within a 400 metre radius of the subject property.

  1. BYLAWS FOR CONSIDERATION

a) Official Community Plan No. 811, 2011, Amendment Bylaw No. 972, 2017 A Bylaw to Amend the Official Community Plan with Respect to the Designation of 1342 and 1352 Trans-Canada Highway

  1. Comments from Municipal Staff

The Planner provided an overview of the proposal. He noted that the amendment to the Official Community Plan would add the subject properties into the Mixed Residential Development Permit Area.

Council and staff discussed visual impact to neighbouring properties; density; and existing zoning.

It was noted that under the existing zoning, 11.6 lots could be created and each of these could have a secondary suite for a total of twenty-two units. It was confirmed that the twenty-two townhouses, as proposed by the applicant, cannot have secondary suites.

  1. Comments from the Applicant

P. Ghinis, applicant, noted that he had canvassed the neighbourhood regarding a potential connection to the Galloping Goose Regional Trail and it was not considered desirable. Mr. Ghinis addressed viewscapes; and described both the site’s topography; and the site’s current appearance. He stated that the proposed townhomes will create a buffer from highway noise; and that environmental, archeological and traffic studies have been conducted.

Mr. Ghinis stated that the proposed townhomes will be 1,000-1,500 sq.ft. in size and will assist with the affordable housing shortage while at the same time, serve to support the Eagle Creek Village retailers. Mr. Ghinis indicated that he plans to contribute for a basketball court at Chancellor Park as well as an asphalt walkway.

E. Barker, project architect, noted that there are currently sixty-one parking stalls for the proposed twenty-two units with each unit having a garage and driveway. Mr. Barker presented a rendering of the potential visual impact to neighbouring properties.

  1. Comments from the Public

a) C. Olague, 48 Camden, stated her concerns in regard to the development at 1342/1352 Trans-Canada Highway, specifically density; traffic; parking; Galloping Goose Regional Trail safety; and access for emergency vehicles.

b) A. Hanes, 100 Conard Street, stated her concerns in regard to the development at 1342/1352 Trans-Canada Highway, specifically an increase in on-street parking and commuter traffic at the intersection of Conard Road and Camden Avenue. She noted that traffic will be problematic in her neighbourhood, and she would like traffic calming in this area.

c) C. Lazaruk, 45 Camden Avenue, stated his concerns in regard to the proposed density for the development at 1342/1352 Trans-Canada Highway. He noted that while he is not against development, the neighbourhood currently is low density and people have larger lots.

d) B. Spencer, 115 St. Giles Street, questioned whether the road closure north of 1352 Trans-Canada Highway land is up for public sale or if it is only available for the developer to purchase.

The Director of Corporate Administration described the status of the road closure bylaw and indicated that the land is proposed to be sold to the owner of 1342/1352 Trans-Canada Highway which is permissible under Provincial legislation.

e) S. Kemp, 47 Camden Avenue, stated his concerns in regard to the development at 1342/1352 Trans-Canada Highway, specifically an increase in traffic on Camden Avenue and site line issues for Galloping Goose Regional Trail users. He noted that the property at 1342/1352 Trans-Canada Highway is a pristine park and the current proposal does not fit into the neighbourhood.

f) H. Traa, 77 St. Giles Street, stated his concerns in regard to the development at 1342/1352 Trans-Canada Highway, specifically the proposed density given that a previous application – approximately five years ago – had been rejected due to high density on this site.

Council noted that the previous application was not rejected but rather the developer chose not to pursue the development.

The Senior Planner noted that the amendment to the Zoning Bylaw would rezone the subject lands from R-1B: Detached Residential Medium Lot to RT-12: Attached Residential zone to allow townhouses. The development concept would allow for twenty-two units of attached housing.
