1. CALL TO ORDER
Mayor Screech called the Public Hearing to order at 7:35 p.m.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on May 25, 2017. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, May 31, 2017 and Friday, June 2, 2017. A total of approximately 981 notices were mailed on May 25, 2017 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAWS FOR CONSIDERATION
a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 974, 2017 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to the Rezoning of 105, 106, 107 and 108 Glentana Road
1. Comments from Municipal Staff The Senior Planner noted that the amendment to the Zoning Bylaw would rezone the properties from a R-1: Detached Residential (Large Lot) to RM-3: Mixed Residential zone which would permit apartment and townhouse use.
Council and staff discussed building height; landscaping between the subject and neighbouring properties; and parking, boulevard trees and greenspace on Glentana Road.
In response to a question from a Councillor, the Director of Development Services indicated that if the rezoning proceeds, the building design will be reviewed at the development permit stage and evaluated against the Official Community Plan’s form and character guidelines.
2. Comments from the Applicant E. Barker, project architect, spoke in regard to the landscaping between the subject and neighbouring properties; both on and off-site parking; building height; and impact to neighbouring properties.
3. Comments from the Public a) C. Webb, 2-1500 Glentana Road, stated that she is in favour of development but indicated her concerns regarding this application including building height; impact to privacy and sunlight vis a vis hedge removal and installation of a path on the adjacent, existing public land; consultation in regard to the implementation of a covenant; and parking.
b) E. Seedhouse, 1501 Glentana Road, stated his concerns in regard to the development on Glentana Road, specifically lack of consultation with his housing co operative; density; increased on-street parking demand; and building height.
c) M. Cittone, 26 Demos Place, noted he likes the addition of density in this location given its close proximity to many amenities and the diversity of housing stock that it will bring to the neighbourhood. He indicated that the proposed park improvements to be provided as an amenity by the property owner are positive, particularly if they can be made barrier-free.
d) J. Snyder, 8-1500 Glentana, stated his concerns in regard to the development on Glentana Road, specifically height; loss of greenspace with the installation of a public path; noise that may come from removal of the cedar hedge; and parking. He suggested that the proposed top storey shift towards the Rexall Pharmacy.
e) J. McAlpine, 1504A Glentana Road, stated his concerns in regard to the development on Glentana Road, specifically form and character of the building and tenure.
f) G. Lindner, 40-108 Aldersmith Place, sated his concerns in regard to the development on Glentana Road, specifically lack of neighbourhood consultation; privacy; noise; on-street parking; tree retention; and density.
g) D. Witzer, Glentana Road, stated his concerns in regard to the development on Glentana Road, specifically increase in traffic; parking; and rooftop noise.
h) D. Lett, 30-108 Aldersmith Place, stated his concerns in regard to the development on Glentana Road, specifically the potential for pedestrians to travel through the neighbouring strata properties.
i) Resident, 1501 Glentana Road, stated that she shares many of the same concerns presented but is specifically concerned about increased density on Glentana Road. She indicated that she is not against development.
j) R. Bickel, 4-1500 Glentana Road, stated his concerns in regard to the development on Glentana Road, specifically density and loss of sun.
k) Resident, 1501 Glentana Road, stated her concerns in regard to the development on Glentana Road, specifically increase in traffic; height and density.
l) M. Gjernes, 1504B Glentana Road, stated his concerns in regard to the development on Glentana Road, specifically density; increase in traffic; and parking.
