RECOMMENDATION:

THAT ‘Road A’ as identified within Figure 1 attached to the report from the Planner dated June 15, 2017 be named Pitt Place.

THAT ‘Road B’ as identified within Figure 1 attached to the report from the Planner dated June 15, 2017 be named Tuzo Court.

PURPOSE OF REPORT:

The purpose of this report is to present the request for Council to name two currently un-named cul-de-sacs off Lund Rd (within the Thetis Vale Phase 7 area).

BACKGROUND:

Town of View Royal Policy 6400-039 “Naming and Re-naming of Municipal Assets” contains policies for the naming of roads in the town. In terms of relevance to naming roads, the following policies are notable:

  • Names will be used, as far as possible, within the geographic areas with which they are associated.
  • Cul-de-sacs should be named with the suffix of ‘Place’ or ‘Court’.
  • Names will not duplicate an existing asset either in the Town of View Royal or in the Capital Regional District
  • Names should vary and not depend on the designation for differentiation (eg. Smith Lane, Smith Street)
  • Names will be reasonably easy to spell and pronounce.

Schedule B of the Naming and Re-naming of Municipal Assets policy contains a list of street name suggestions.

DISCUSSION:

The following names are most appropriate based on the policies above:

  • Harle (Oswald) - Farmer on Atkins Road west of Chilco Road; bought from the Hudson’s Bay Company in the 1920’s
  • Pitt (Marion) - Pianist at Empress Hotel and Crystal Garden; had acreage between Six Mile House and C.N.R. tracks and Chilco Road
  • Mabb (Jimmy) - John T. Smith’s daughter, owner of house built with bricks from powder magazine by Parson’s Bridge
  • Tuzo (Dr. Henry Atkinson and Lettie) – Residents at Parson’s Bridge

Staff recommends Tuzo Court and Pitt Place as the two names for the new roads, based on the geographic location and the ease of spelling and pronunciation. They would be the only such road names in the CRD region.

ALTERNATE RECOMMENDATIONS:

  • Council could choose to pick Mabb or Harle for either name.
  • Council could choose to pick another name off the provided list within the naming policy document.
  • Council could choose to pick a new name that is not on the provided list.
  • Council could choose to rearrange the ‘Court’ and ‘Place’ suffixes as desired.

RECOMMENDATION:

THAT ‘Road A’ as identified within Figure 1 attached to the report from the Planner dated June 15, 2017 be named Pitt Place.

THAT ‘Road B’ as identified within Figure 1 attached to the report from the Planner dated June 15, 2017 be named Tuzo Court.
