10. NEW BUSINESS
a) Garry Oak Meadows Park
The Committee discussed Garry Oak Meadows Park on Nursery Hill Drive, specifically:
- the need for a playground;
- neighborhood population;
- dangers in crossing Six Mile Road to get to Chilco Park;
- disturbance of the Garry Oaks ecosystem;
- potential amenity contributions by the developer;
- removal of invasive species; and
- natural playground structure and liability issues.

PREAC-05-17 THAT the Committee recommend that Council direct staff to investigate options for a natural playground structure in Garry Oak Meadows Park. CARRIED
b) Trails
The Chair noted that the scope of the Parks Master Plan does not include trails and that there is no plan for future development of trails in View Royal. The Committee discussed planning for trail options; on-site working meetings; sense of scope, ideas and enhancements for trails.

PREAC-06-17 THAT the Committee recommend that Council endorse a working sub-committee of the Parks, Recreation and Environment Advisory Committee to identify possible enhancements to and for work on trails in View Royal. CARRIED
c) Natural Habitat in Urban Areas
The Committee discussed natural habitat in urban areas, specifically:
- climate change;
- development;
- View Royal’s Official Community Plan being devoted to preserving green space and natural habitat;
- goals and objectives;
- developers to preserve segments;
- eco-systems are more valuable;
- preservation of natural wildlife corridors; and
- strategic planning regarding zero net canopy loss for trees.

PREAC-07-17 THAT the Committee recommend that Council direct staff to invite a habitat group to provide a presentation to the Parks, Recreation and Environment Advisory Committee regarding natural habitat in urban areas. CARRIED
d) Portage Inlet Linear Park
The Committee discussed the large amount of Douglas Fir trees planted in Portage Inlet Linear Park that are choking out the Garry Oak trees. The Committee will meet to discuss the path way and sight line issues at the park; amenities that will benefit the park; and develop a phase plan for better visibility and public safety.
Councillor Weisgerber will email Committee members to set up a walkthrough of Portage Inlet Linear Park.
e) Shoreline Community School Ivy Pull
Councillor Rogers advised the Committee that Shoreline Middle School students had done a wonderful job of removing a large section of ivy from the end of Shoreline Drive. The work was a thank you to the Town for installing a boat launch off of Shoreline Drive.
f) Chilco Trails
The Committee discussed the next phase of the Chilco trails including the possibility of a loop trail to complete the connection; consultation with residents; and the master plan for the area.

PREAC-08-17 THAT the Committee recommend that Council direct staff to invite neighbouring residents of the Chilco Trail area for a walkthrough of the next phase of the Chilco Trails with Parks, Recreation and Environment Advisory members prior to the next phase of the Chilco Trails being finalized;
AND THAT supporting documentation for the Chilco Trails be forwarded to the Parks, Recreation and Environment Advisory members prior to the walk. CARRIED
The Parks Supervisor presented options for new playground equipment at Newstead Park.
