TEMPORARY DELEGATION FOR CONSIDERATION OF “TEMPORARY CHANGE TO A LIQUOR LICENCE” APPLICATIONS
RECOMMENDATION:
THAT Council delegate consideration of Great Canadian Gaming Corporation’s “temporary change to a liquor licence” applications to staff until such time as the earlier of: a.) Great Canadian Gaming Corporation receiving approval for their requested structural, permanent changes; or b.) until September 30, 2019.

I concur with the recommendation.
PURPOSE OF REPORT:
To propose a time-limited delegation to staff for consideration of the Great Canadian Gaming Corporation’s “temporary change to a liquor licence” applications.
BACKGROUND/DISCUSSION:
At its March 5, 2019 meeting, Council considered four Liquor Control and Licensing Branch applications (three for structural, permanent changes and one for a temporary event held April 6, 2019) from Great Canadian Gaming Corporation (hereinafter the “Casino”) with respect to their existing liquor licence.
Similarly, the April 9, 2019 Committee of the Whole agenda contained correspondence from the Casino regarding another temporary event scheduled for May 11, 2019.
As the applications for the permanent changes have not yet been approved by the Liquor Control and Licensing Branch, the Casino must deal with special events that require temporary changes by application. Under the licensing rules, the Casino is allowed up to six temporary changes (and two have now been exercised).
The Liquor Control and Licensing Branch indicates that these temporary applications are to be submitted a minimum of three weeks in advance of a special event. Given the Town’s meeting schedule and the Casino’s often very tight timelines for these temporary applications, staff propose a temporary delegation for consideration of the Casino’s “temporary change to a liquor licence” applications to staff. This approach would provide strong customer service to the Casino for these minor applications.
The time limit proposed is to the end of September 2019 or until the Casino receives approval for the permanent changes for which they have made application to the Liquor Control and Licensing Branch. The Casino’s Coordinator, Corporate Security and Compliance (their staff member responsible for these applications) has expressed support for this proposal.
