We are at the beginner stage of asset management planning & long-term financial planning
We have compiled our asset inventory in order to meet PSAB 3150 requirements but we do not understand the replacement costs values & have not budgeted for the replacement of our assets in a formalized manner.
We have designated cross-departmental asset management resources who have completed training in asset management and in general, Council supports asset management.
3. Proposed Activities
Please describe the specific activities you plan to undertake (i.e. baseline assessment, asset management policy, asset management plan, training, etc.)
- Activity 1: Compile Existing Asset Inventory Data (already established inventories). The focus of this activity will be on compiling already existing inventory data into a central inventory & adding attributes required to support the development of the asset management revenue plan such as replacement cost & service life
- Activity 2: Use the asset inventory data to answer the best practice asset management plan questions; what is the replacement cost of our assets?, what is the condition of our assets?, when do our assets need to be replaced? & what are the asset life cycle costs?
- Activity 3: Define risk, level of service & willingness of customers to pay & develop 30 year asset management revenue plan to meet those targets
- Activity 4: Communicate the results of the asset management revenue plan to our staff & council.
Note: Project Includes all major asset categories
4. Progress to Date

5. Intended Outcomes, Deliverables & Impacts on Local Government
What will your project achieve? What will be the specific deliverables? List any policies, practices, plans or local government documents that will be developed or amended as a result of your project.
Outcome 1: A single inventory will be compiled with attribute information required to support the development of the asset management revenue plan. We will include all major asset categories in this study Deliverable: Single Asset Inventory with replacement cost & service lives
Outcome 2: Be able to answer the 5 best practice asset management questions; what is the replacement cost of our assets?, what is the condition of our assets?, when do our assets need to be replaced? & what are the asset life cycle costs?. This information will be used to help educate our staff, council & community on our assets and will directly inform our budgeting decisions moving forward. Deliverable: Graphic summarizing the results
Outcome 3: The current & future desired risk, level of service & willingness of customers to pay is defined & we will have a 30 year asset management revenue plan that will support our level of service, risk & cost decisions. This information will directly inform our long-term financial plan and will form the basis for all budget discussions on a moving forward basis. Deliverable: 30 Year Asset Management Revenue Plan based on desired risk & level of service
Outcome 4: Staff & Council understand the importance of asset management, have a clear understanding of risk, level of service & cost as well they understand the required revenue over 30 years to meet the desired level of service & risk. Deliverable: Council Presentation & Summary of the Results
Impact on Local Government: This project will ensure we can properly budget for the replacement of our assets to support a financially sustainable future that meets the risk, level of service and willingness of customers to pay. Without this project we would continue to increase our funding gap which would decrease service levels & increase risk
