RECOMMENDATION:
That the Finance Committee recommends to the Board of Directors approval of the 2019-2020 Recreation Fees and Charges as attached, effective September 2019, and send to staff from each member municipality for information.
BACKGROUND:
Annually, there is a review of the WSPRS fees and charges in order to make recommendations for any changes. When recommending changes, the fee review includes factors such as comparison of surrounding municipalities and school district fees; usage levels; competing facilities in the community, and desired recovery rates for our various activity areas. Each of the fees is reviewed and adjusted with the above factors in mind. We strive to balance fiscal goals, financial accessibility, and the regional market. We also work closely with the School District in setting their fees for room rentals and field usage.
DISCUSSION:
For 2019-2020 staff recommend increasing our annual pass fees for the first time since 2014/15, and applying a modest increase to drop-in admissions. Annual pass sales have increased steadily, and we hope to continue this momentum by staying aligned with other facilities in the region through a modest increase.
Other notable changes are:
- Youth admission 0% increase. This is a continuation of our goal to have a single drop-in fee for children and youth aged 6-18 years, rather than separate youth and child fees. To accomplish this, the child drop in fee will be moderately increase annually until it meets the youth fee. This change aligns with the verbiage on youth program fees, and is part of a regional strategy to increase participation by youth.
- Single senior admission increased from $4.75 - $4.90. Seniors (60 years and up) have the capacity to bare the increase, as other opportunities for subsidy such as the Leisure Access program (L.I.F.E) are available to Seniors with low income.
- Indoor facilities, outdoor facilities and arenas fees have been increased between 1-3.5%. This increase reflects the increased cost of utilities and wages, and has been applied where the demand is high and the increase is manageable. One exception to this is pool rental fees which were increased 7.5% to align with the 2019 budget expectations.
- An increase of up to 5% were added to wedding rentals as they have not had significant increases since 2016. Facility rentals for weddings have traditionally remained low as staff focus on generating revenue through F&B sales attached to weddings.
- 24hour community use rental of the JDF Arena and Curling Rink were increased by 10% to align with regional comparisons of similar special event space.
- Curling rink fees have been included in the document, as these fees and charges were complete prior to the closure notice of the curling rink. New fees and charges for upgraded dry floor space will be implemented once the future of the curling rink is decided.
- A moderate increase to Velodrome track fees was added to account for maintenance costs of the facility (4.5%). As well, when the track is in use the artificial turf field becomes unavailable for rentals.
- Golf fees currently match other regional golf courses, therefore we have held all Golf fees at their current rates. As a method to increase the number of rounds played, and youth exposure to the game, we will be offering promotional incentives such as: “Pints and Putts”, 2 for 1 passes, discounted rates at slower times and beverage promotions from the licensed pro-shop patio.
BUDGET IMPLICATIONS:
The fee adjustments being recommended should meet the predicted cost of living and CUPE increases in most cases, and continue to be reasonable prices for the consumer in this community and in the region.
