7.1 STAFF REPORTS
a) Proposed Streets Bylaw No. 980
S. Jones provided a presentation to the Committee regarding the proposed Streets Bylaw and advised that staff is interested in Committee feedback on items that may have been inadvertently omitted.
Discussion after the presentation included the following:
- impacts of potential future alternative transportation mode share services (similar to the existing bicycle share service), including the importance of strong management requirements for frequent redistribution within the region to avoid visual pollution and safety concerns;
- an education component to engage and inform residents of the Bylaw’s provisions through newspaper ads, newsletters (monthly electronic and semi-annual mail-out), social media, school handouts for students to take home, and potentially a community relations piece on local television news;
- items to highlight in educational materials should include images to assist visualization of six metres for the parking provisions; safety benefits of changes; and boulevard improvement permit information; and
- mechanism to restrict non-brake controlled devices on sidewalks where grades may be challenging such as skateboards and in-line skates on the Island Highway’s Four Mile Hill sidewalk.

CDAC-03-19 THAT the Committee recommend to Council that, coincident with the adoption of the Streets Bylaw No, 980, 2019, there be educational materials developed and distributed that highlight the various aspects of the bylaw – such as alternative modes of transportation, parking regulations and the types of permits available – and that such information also note the benefits of the Bylaw. CARRIED

The Committee discussed:
- their ability to meet in “off meeting” months independent of Town resources or support, to share ideas;
- the potential to hold longer meetings by starting at 6:30 p.m. instead of 7:00 p.m.;
- their interest in receiving referred items from Council; and
- the mechanism through which to undertake additional initiatives.
The Committee asked that the Advisory Committee Mandates and Procedures be re-provided electronically so as to refresh members’ on these discussed details.
