The Chair called the meeting to order at 7:01 p.m.

4. CHAIR’S REPORT

The Chair noted that two members of the Committee have resigned and that it is important to reply to emails regarding meetings and issues. The Chair will email Committee members a list of parks that require some discussion. The Chair also noted a concern with young adults not allowing younger children turns on the new bike pump track in View Royal Park.

6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Public Road Right-of-Way on Glentana Road - Update

The Deputy Director of Engineering updated the Committee regarding the trail that the developer of 105-108 Glentana Road will be constructing from Glentana Road to Portage Park as a community amenity contribution. Access will not be gated into the public land; a removable bollard will be installed to facilitate maintenance requirements.

b) 2019 Capital Projects - Update

Plan regarding the parks and trails projects The Deputy Director of Engineering noted that the playground equipment at Marler Park is currently being replaced. Knollwood Park playground equipment replacement is anticipated to take place in 2020 and Chancellor Park in 2021.
View Royal Park bike skills area update The Committee discussed that the bike pump track is now open.
Kayak launch on Shoreline Drive update The Director of Engineering noted the boat launch is completed and in use by the Town’s Protective Services. Shoreline Community Middle School will host a boat launch opening event as part of their Welcome Back Barbeque on Thursday, September 26.
Other pending projects The Director of Engineering noted the Parks Department is putting the final touches on View Royal Park’s bike pump track.

c) Trails Master Plan – Update

The Committee discussed working on suggestions for potential linking of trails over public land.

d) Climate Emergency Further Actions

The Committee discussed climate emergency actions, in particular:

Building Code and BC Energy Step Code;
home renovation grants;
adding electric vehicles into the Town’s fleet;
Town Hall gas furnace replacement with a heat pump system;
green irrigation techniques;
more wildflower gardens;
electric landscaping equipment; and
the role of residents in helping to reduce the carbon footprint.

The Deputy Director of Engineering noted that staff is working on a report regarding costs and implications to adopt the BC Energy Step Code.
