• GVHA should be included in the technical committee along with NGOs, post-secondary institutions and First Nations
• Boundaries need adjustment particularly to include all of the Victoria Harbour
• The mandate should be broadened to include forage fish, herring and spawning vegetation beaches
• There should be reporting to the public and Councils-broad public accounting
• Partnership/consensus decisions made by the group
• Need to be clear about the ultimate measures of success - fish

Next steps:

• Establish the Steering Committee

• All councils will be represented on the Collaborative

• Will wait to hear back from Langford and View Royal regarding their participation in the Collaborative

• Decision making collaborative

• We should use an efficient way to share information e.g. circulate information and offer a timeline for comment.

• No intention to take over work already being done

• The Collaborative is not competing with existing work being done

Term Sheet Discussion

• Comment regarding ensuring a sense of any resources needed in time for consideration in the municipal budget cycle
• We are hopeful there will be opportunities for grant funding
• It will be up to the Collaborative to determine if any funding requests are made
• Funding requests are not anticipated for the startup year – no plan to ask for support for 2020
• There may be requests of local governments to lend letter of support for grant requests
• A recommendation was made to consider philanthropy and legacy money
• The protocol agreement will be drafted and circulated to partners
• What is drafted is good enough to move forward
• Secretariat acting to get started to determine LOE, then posted

NGO comments

• The purpose of having a technical committee is to provide technical expertise to ensure evidence-based decision making.
• Terms of reference for the technical committee need to be drafted.
• The portage Inlet Cutthroat initiative should be included in the technical Committee
• UVic Environmental Law is interested in providing student work on projects which are generally done in the spring and would need to be identified by December of the preceding year.
• Royal Roads Environmental Program includes capstone projects which are typically done in the spring and involve teams of students. An example is work done at Mary lake to collect baseline data. Also, Staff and faculty are currently involved in monitoring projects and data collections e.g. Colwood creek.
