PURPOSE:
To consider an amendment to Official Community Plan No. 811, 2011, Amendment Bylaw No. 1024, 2019 at second reading regarding an update of the Regional Context Statement section of the Official Community Plan.
BACKGROUND:
Capital Regional District Regional Growth Strategy Bylaw No. 1, 2016 (the RGS) was adopted by the Capital Regional District Board on March 14, 2018. The Local Government Act requires that the Town’s Official Community Plan must be updated to reference the current RGS by March 2020 and that the CRD Board approve the amendment bylaw prior to public hearing.
The Regional Context Statement in the OCP outlines how the OCP relates to the goals, objectives, and policies of the RGS for long-term regional growth and change in a healthy and sustainable manner. Overall, the policy directions the OCP and the RGS are complementary.
DISCUSSION:
Official Community Plan No. 811, 2011, Amendment Bylaw No. 1024, 2019 to update the Regional Context Statement was given first and second reading on May 21, 2019 (Attachment 1). The proposed changes to this bylaw are presented in Attachment 2 and incorporate comments from CRD staff to assist in the consideration of the bylaw by the CRD Board. The changes clarify how current OCP policies relate to targets in RGS Table 2 (see Attachment 3); and identifies some regional considerations in future OCP updates for:
- The number of people living in complete communities (in View Royal)
- Reducing homelessness
- A jobs/population ratio of 0.60:1 in the Core Area
- Increasing crop producing land
- Community greenhouse gas emissions
The CRD Planning and Protective Services Committee and the CRD Board will evaluate the acceptability of the draft bylaw over the next few months using the framework in Attachment 4. If the bylaw is approved by the CRD Board, a public hearing can be scheduled so that the bylaw can be adopted before the March 2020 deadline.
