PURPOSE:

To present a working draft revision to the Regional Context Statement section of the Official Community Plan.

BACKGROUND:

The regional context statement in the Official Community Plan outlines how the OCP contributes to the goals, objectives and policies of the Capital Regional District Regional Growth Strategy (RGS) for long-term regional growth and change in a healthy and sustainable manner. A new RGS (Capital Regional District Regional Growth Strategy Bylaw No. 1, 2016) was adopted by the CRD Board on March 14, 2018. The Local Government Act requires that the OCP must be updated to reflect the new RGS by March 2020 and that CRD Board approval of the OCP amendment bylaw is required prior to public hearing.

DISCUSSION:

The purpose of Official Community Plan No. 811, 2011, Amendment Bylaw No. 1024, 2019 (Attachment 1) is to update the Regional Context Statement section of the OCP with respect to the latest RGS. The bylaw was given first and second reading on May 21, 2019. The regional context statement was reviewed by Capital Regional District staff and was returned with recommendations to include references to specific OCP policies and how they contribute toward RGS targets.

The draft revision is presented in Attachment 2 for Council’s information. A redlined version is included in Attachment 3 to illustrate the extent of changes.

Staff will continue to work on the statement and the aim is to amend Bylaw 1024 at the next Council meeting in September so it can be formally reviewed by the CRD Planning and Protective Services Committee and the CRD Board.

The Regional Context Statement Framework (Attachment 4) will be used to evaluate the acceptability of the regional context statement. If Bylaw 1024 is approved by the CRD Board, a public hearing can be scheduled so that the bylaw can be adopted before the March 2020 deadline.
