AWARD OF TENDER FOR THE 2019 HOSPITAL PUMP STATION ELECTRICAL REPLACEMENT CONTRACT
RECOMMENDATION:
THAT Council approves the award for the Town’s 2019 Hospital Pump Station Electrical Replacement Contract to E.H. Emery Electric Ltd. at a price of $138,880.00 plus GST & PST where applicable.

PURPOSE OF REPORT:
To receive Council approval to award the Town’s 2019 Hospital Pump Station Electrical Replacement Contract to the lowest bidder, E.H. Emery Electric Ltd.
TIME CRITICAL:
The project length is slated for 16 weeks. To complete the project by the end of the 2019 calendar year the project should be awarded as soon as possible.
BACKGROUND:
The Hospital pump station is one of View Royal’s largest pump stations, and the only station with three pumps. This station includes the new Eagle Creek development and Victoria General Hospital in its catchment area.
The Hospital pump station kiosk has aged to a state that certain integral replacement parts are no longer available and other control and monitoring systems are outdated, inefficient and in danger of failing.
The tender for the Town’s 2019 Hospital Pump Station Electrical Replacement Contract was advertised on BC Bid, Civic Info BC, and on the View Royal municipal website with the closing date for this tender being June 21st, 2019.
PROJECT INFORMATION:
The services to be carried out under this contract include the following:
Supply and install all works to upgrade the Hospital Sewer Pump Station Electrical Control Kiosk:
- Supply and install new main power service kiosk and control panel
- Supply and install new SCADA Remote terminal unit (RTU)
- Supply and install new SCADA antenna
- Supply and install new automatic transfer switch
- Various site works
The bid results were as follows:

Emery Electric Ltd. was the electrical sub-contractor on previous sanitary lift station upgrades, at Midwood lift station and Stewart lift station. Staff were satisfied that these projects were completed in a professional and timely manner.
In conclusion, staff recommends that the proposed 2019 Hospital Pump Station Electrical Replacement Contract be awarded to E.H. Emery Electric Ltd. This will provide our residents with an upgraded sanitary lift station, with no impact to the proposed 2019 capital budget.
BUDGET IMPLICATIONS:
The budgeted amount for this project is $220,000. Costs for the project in addition to the tender would be engineering consulting fees for design, administration and inspection of the project as well as a contingency allotment to cover unanticipated issues that may arise during construction.
