Meeting Overview

The View Royal Council meeting on September 17, 2019, focused significantly on the Provincial government's decision to override local authority to site a BC Transit handyDART facility at 2401 Burnside Road West. Residents and Council expressed strong opposition citing environmental risks to Craigflower Creek and a lack of community consultation. Additionally, the rezoning application for 'Eagle's Nest' at 1449 Burnside Road West was withdrawn by the developer. Key Decisions

  • THAT Development Variance Permit No. 2019/03 for 29 Brigadoon Place be approved; AND THAT Development Variance Permit No. 2019/03 include the following variances: 1. variance to Section 5.14 of Subdivision and Development Bylaw No. 985, 2017 to not require that power services be provided, located and constructed underground; 2. variance to Section 5.16 of Subdivision and Development Bylaw No. 985, 2017 to not require that telecommunication services be provided, located and constructed underground; and 3. variance to Section 4.6.4 of Zoning Bylaw No. 900, 2014 to permit the siting of a heat pump in the front yard. AND FURTHER THAT Development Variance Permit No. 2019/03 include the following conditions: 1. installation of a concrete fence on the property line between the houses at 29 and 35 Brigadoon Place; and 2. installation of additional sound attenuating screening around the heat pump in the front yard.
  • THAT the Mayor write the Minister of Transportation and Infrastructure to reject the imposed siting of a BC Transit handyDART facility at 2401 Burnside Road West. However, if the Province is going to over-ride the expressed wishes of View Royal residents and Council, it should not proceed until such time as the following issues are addressed... [including noise, environment, traffic, and CACs]
  • THAT the Union of British Columbia Municipalities be contacted to discuss various options that a local government may take in the face of imposed siting of a Provincial facility.
  • THAT the “residential parking permit zone” provision not be included in draft Streets Bylaw No. 980, 2019; AND THAT a provision be made to permit the use of skateboards, push scooters, strider bikes, rollerskates, and in-line skates on sidewalks in draft Streets Bylaw No. 980, 2019; AND THAT the boulevard parking provisions proposed regarding minimum shoulder width, clearance, and encroachment be utilized; AND THAT the Town’s current Bylaw Enforcement Policy be followed; AND THAT the bylaw be forwarded to CDAC; AND FURTHER THAT a public information open house be held on October 7, 2019.
  • THAT the email dated September 6, 2019 from D. Watson, 136 Paddock Place, Re: View Royal Bike Park be received.
