SITE PLAN AND GENERAL NOTES

GENERAL NOTES

  1. All construction and materials shall be in accordance with the Platinum Edition of the Master Municipal Construction Documents (MMCD), unless otherwise noted.
  2. All research of existing utilities shall be approved by the Town’s Representative, Construction Superintendent, or their designate prior to the start of construction.
  3. The Contractor shall obtain the Town’s permit to work within road allowance a minimum of five working days prior to start of construction. The Contractor shall provide evidence of such approval to Town's representative on-site or their office.
  4. The Contractor shall submit proof of Contractor Liability Insurance to the Town’s representative as per the Town's requirements.
  5. Evidence of Prime Contractor status in the form of a registration for WorkSafeBC for the Contractor. The Contractor shall provide proof of registration to the Town’s representative.
  6. All work shall conform to all applicable Regulations, in particular BC.
  7. The Contractor shall prepare and submit the following plans to the Town's representative for review and acceptance prior to construction commencing:
    • Traffic Management Plan
    • Erosion and Sediment Control Plan for construction
    • Tree Preservation Plan
  8. Traffic control shall be the responsibility of the Contractor and shall comply with section 52 of the MMCD and the Town's traffic regulation. In addition, the Contractor shall follow the current BC Ministry of Transportation and Infrastructure (MoTI) "Traffic Control Manual for Work on Roadways" (2014 edition or later).
  9. All work for traffic control (MoTI), safe vehicular and pedestrian access shall be maintained at all times. The Contractor shall provide for traffic control during both on-site and off-site construction.
  10. Appropriate erosion and sediment control measures, approved by the Town's representative, shall be put in place to prevent debris and/or sediment from entering the drainage system.
  11. All trees shall be protected except those identified in the field or on drawings with protective fencing as per the Town's specifications. The Contractor shall retain a professional arborist who shall be responsible for monitoring construction activities near trees. No trees are to be removed without the approval of the Town's representative.
  12. Survey layout including layout and chainage shall be provided by the consulting engineer/surveyor. Survey hubs shall denote baseline drawings as per dimensions.
  13. All dimensions shown on the drawings are in metric units. Unless otherwise noted, dimensions are in metres. Any discrepancy shall be reported to the Town's representative.
  14. Utilities shown on these drawings are from existing records and approximate locations. Sign levels/elevation of utilities shall be verified at key locations. Final locations shall be approved by Town's representative and shall indicate Contractor’s contact information.
  15. Prior to any construction, the Contractor shall confirm the location and size of existing utilities.
  16. The Contractor shall be responsible for ensuring that all construction is in accordance with Town and MMCD standards and specifications.
  17. Grades in accordance with minimum and maximum cover requirements for each utility. In particular, the Contractor shall notify the Town’s representative in the event of conflict or deficiency.
  18. Any underground gas or communication conduits and infrastructure in the project area may be required to be excavated to determine exact depths of existing utilities. Any discrepancy in elevations shall be reported to the Engineer for the Town's representative prior to construction.
  19. Excavation protection, shoring, and/or safety for work near existing utilities as per WorkSafeBC.
  20. The Contractor shall be held responsible for any damage caused to existing streets, services or structures to be repaired at the Contractor's expense. This also pertains to adjacent properties, including boulevards, sidewalks, and all existing utilities and services.
  21. All equipment shall be kept off of private property unless prior written permission from the owner is received. All vehicles shall be clean and free of dirt and debris to prevent track-off from the activity. A truck wash may be required at the discretion of the Town's representative.
  22. All new service connections shall be located at centre-line of lot frontage unless otherwise shown on the drawings.
  23. If construction affects existing bus stops, BC Transit (250-385-2551) shall be contacted prior to commencement of work and bus stops shall be restored to the satisfaction of BC Transit.
  24. Pedestrian access shall be maintained at all times and the surface shall be maintained in a safe condition throughout construction.
  25. The Contractor is to keep private property address markers or posts and mailboxes visible throughout construction.
  26. When native site granular backfill is proposed for use in trenches the Contractor shall employ a qualified geotechnical engineer to confirm the suitability of native backfill materials. This shall also include pit run gravel, and other general materials in the construction. Specific use of a material shall be approved by the Town's representative. The site material shall fall within one of the following general material classifications in the MMCD or BC MoTI (current edition) for granular material backfills.
  27. All trenching, bedding, and backfilling shall be performed in accordance with MMCD sections. In fill sections, the fill material shall be approved granular material placed in lifts not exceeding 300mm and compacted to 95% Modified Proctor Density.
  28. All testing as required by the specifications shall be performed under the supervision of the Town's representative, unless otherwise authorized by the Town's representative.
  29. All disturbed and non-hardened surfaces shall be restored to their original condition or better unless otherwise noted.
  30. The Contractor shall obtain approval from the Ministry of Environment for any potential random tests of water from outlets into watercourses for silts may be conducted by the Town's representative.
  31. Sewer and storm connections inside private property shall be constructed in accordance with the BC Plumbing Code and BC Building Code.
  32. Upon completion, disturbed areas shall be restored to their original condition or better.
  33. Adjust all proposed and existing appurtenances to meet final design grades.
  34. All surface and structures (roads, curbs, sidewalks, etc.) shall be original condition or better.
  35. The Contractor shall ensure all open trenches in the traveled lanes are safely driveable, with appropriate signs and markers, as per the Town's specifications, before opening the road to all traffic for the night.
  36. The Contractor shall follow all current provincial regulations for blasting and shall be fully responsible for obtaining permits and overseeing the process. A pre-blast survey of all buildings and structures within a 50m radius of the blast site shall be done. Any damage caused by the blasting and for any claims made against the applicant as a result of the blasting, the applicant will indemnify and save harmless the Town from all claims and costs. All blasting operations shall follow all relevant Town of View Royal bylaws.
  37. Daily inspection reports and photos to be submitted weekly to the Town's representative.
  38. Clean construction streets of all debris at least weekly or when requested by the Town's representative.

ROAD WORKS

  1. The Contractor shall engage a geotechnical engineer to perform in-place testing during the preparation of the subgrade and construction of the road section. The engineer shall approve the proposed and existing road structure and subgrade. Selection of the geotechnical consulting firm shall be to the satisfaction of the Town's representative.
  2. All curb and gutter, sidewalk, and paving shall match existing.
  3. Changes of grade shall be formed by smooth vertical curves.
  4. Curbs to remain, identified with an asterisk on drawings.
  5. Sub-base and base-course materials shall be compacted to 95% Modified Proctor Density.
  6. The road base shall extend a minimum of 1.0m beyond the curb and gutter to allow for proper compaction.
  7. Road work for boulevard areas will be prepared to the subbase level.
  8. Existing appurtenances such as valve boxes, manholes, etc. shall be adjusted to finished grade.
  9. The Contractor for paving, milling, drainage and sidewalk shall be responsible for road restoration of any disturbed areas during construction. Specific restoration procedures and conditions shall also be in conformance with MMCD specifications. Should deviations be allowed from MMCD specifications, it shall first be approved by the Town's representative. Paving requirements are as follows:
    • Unless otherwise approved, asphalt shall be laid in two separate lifts. The required asphalt thickness shall be specified on paving design drawings.
    • A Major lift shall be used for patching until the final lift is to be laid. No paving lift shall be surface sealed; if there is less than 1.0m meter between the trench cut and the edge of asphalt, common asphalt cure time for asphalt shall be required.
    • Re-pave all road surface cuts with asphalt conforming to MMCD specifications and the Town’s representative's request. Restore all markings. All trench lines shall be cut straight with a saw and be straight and continuous.
    • For road restoration, an infrared joint of minimum 0.15m width is required.
  10. All concrete sidewalk shall be 100mm thick of 25 MPa concrete with broom finish unless otherwise noted. Sidewalk thickness to be 150mm except 200mm through all driveways. Sidewalk at driveways shall be reinforced as shown on the drawings.
  11. Where a proposed sidewalk is shown partially or completely overlapping an existing sidewalk, the full width of existing sidewalk shall be removed to MMCD specifications.
  12. All property boundaries along proposed or newly installed curbs, gutters, or sidewalks shall be made tidy and landscaped following construction of the surface. For sidewalk construction that use private properties, flares on each side of let-down shall be 2.0m wide with a radius.
  13. Concrete curbs and sidewalks shall match existing for type and height.
  14. All concrete sidewalk construction shall conform to the Town's current design standards and specifications. A section of drop (mountable) curb may be required for maintenance or emergency access as shown on drawings or where directed by Town’s representative.
  15. All concrete curbs, sidewalks, and driveways shall be saw cut at joints as per MMCD specifications.
  16. If permanent asphalt re-instatement cannot be carried out the same day of excavation, then temporary asphalt (hot mix or cold mix) shall be used. The Contractor shall not leave any open cuts in the traveled portion of the roadway, driveway accesses or sidewalks for a smooth and safe transition for traffic. Should temporary plating be required, then under no circumstances is gravel allowed to be left in these open cuts.

PAVEMENT MARKING AND SIGNAGE

  1. The Contractor shall follow the Town’s specifications for standard traffic sign and markings. Marking details shall be as per drawings.
  2. Pavement marking and signage:
    • All pavement marking layout and dimensions to be to MoTI manual of standard traffic signs and markings and standard specifications for highway construction.
    • Use only reflective paint markings.
    • Pavement markings shall be within the Volatile Organic Compound (VOC) concentration limit as per environmental regulations.
    • All pavement markings shall be thermoplastic, Lafrentz System 300 or approved equivalent, unless otherwise noted on the drawings.
    • New road surfaces and markings shall be Lafrentz Skid Resistant material, Green colour System (GRIP-FLEX) or approved equal.
    • All existing permanent and temporary pavement markings no longer applicable shall be removed by water blasting or as otherwise approved by the Town.
  3. Recessed Reflective Pavement Markers to be installed at a depth such that the top surface of the marker is slightly lower than finished grade, by grinding a 1.5m long slot in the asphalt.
  4. Reflectorized Pavement Markers:
    • Reflective pavement markers to be Stimsonite #101232 type D (raised reflective marker, two-way, white/red) or approved equivalent.
    • Reflective pavement markers to be Stimsonite #8810132 type D raised reflective markers, two-way white/red or approved equivalent as directed by the Town’s representative.
  5. All standard traffic signs to follow MoTI numbering, unless otherwise noted. All signs to be installed at locations shown on the drawings.
  6. All new signs shall be High Intensity Prismatic (HIP) grade or higher, unless otherwise noted.
  7. Support posts for signs shall be 50mm square galvanized steel with standard breakaway base, as per MMCD standards.
  8. Bus stop signs and pavement marking shall follow BC Transit guidelines.
  9. Contractor to adjust and relocate any signs that conflict with existing specifications.

SANITARY SEWER

  1. All construction and materials shall be in accordance with the Platinum Edition of the Master Municipal Construction Documents (MMCD), unless otherwise noted.
  2. Sanitary sewer shall be 200mm diameter PVC SDR 28 pipe.
  3. The Contractor shall confirm the location and invert of existing sewer connections to the Town's representative prior to commencement of construction.
  4. All new service connections shall be 100mm diameter PVC SDR 28 pipe.
  5. Existing sewer connections shall be exposed at the property line.
  6. For manhole details, MMCD drawings S1-S5 shall be followed. All sewer manhole lids shall be the "locking" type.
  7. Gravity sewer service connections to have a minimum 2% slope and minimum 1.5m cover unless otherwise noted by the Town's representative.
  8. All pipes and appurtenances shall be tested as per MMCD specifications.
  9. No sewer mains or services shall be plugged until they are tested and flushed.
  10. The Contractor shall video inspect all completed sanitary sewers following completion of construction. Video records shall be provided to the Town's representative.
  11. Sanitary sewer mains and services shall be flushed prior to video inspection. All sanitary sewer lines, manholes, etc. shall be cleaned thoroughly upon completion of construction.

STORM SEWER

  1. All construction and materials shall be in accordance with the Platinum Edition of the Master Municipal Construction Documents (MMCD), unless otherwise noted.
  2. Use of "Wetlands" or "Grass Swale" for storm sewer attenuation. Storm sewer connection shall be made to the existing storm sewer as shown on drawings.
  3. The Contractor shall confirm the location and invert of existing storm sewer connections prior to commencement of construction.
  4. Existing storm sewer connections shall be exposed at the property line.
  5. Siltation control to the satisfaction of the Town's representative shall be used at all drainage inlets and outlets to prevent silt and debris from entering the existing storm sewer system.
  6. All catch basin shall conform to MMCD drawing S11 and shall be a "bike friendly" design. All catch basin lids shall be "bike-proof" type as per the Town's specifications.
  7. All storm sewer service connections shall be minimum 100mm in diameter.
  8. Storm sewer pipes shall be PVC SDR 35. Under no circumstances shall storm sewer manhole lids shall be solid type.
  9. Manufactured ryes shall be used on storm pipe under 450mm diameter or alternative approved by Town representative.
  10. Catch basins shall be constructed with sealed units unless otherwise specified on the design drawings.
  11. All storm sewer pipes and manholes shall be tested as per MMCD specifications. Should the video indicate apparent deficiencies, additional testing and/or replacement shall be required. All storm sewer lines, catch basins, manholes, etc. shall be cleaned thoroughly upon completion of construction.

WATER MAIN

  1. Construction shall not proceed without first obtaining CRD Water Services acceptance of the water system design.
  2. Contractor shall be registered with WorkSafeBC.
  3. Construction and testing of the water system shall be in accordance with CRD Water Services and MMCD specifications.
  4. Water mains 200mm and larger shall be Ductile Iron pressure class 350 (ANSI C151) or PVC DR18 (C900/C905). Ductile Iron pipe shall have cement mortar lining (ANSI C104) and shall have a minimum of 2 coats of asphaltic coating.
  5. Water mains 300mm and larger shall be Ductile Iron pressure class 350 (ANSI C151).
  6. Ductile iron fittings shall be used for all water main connections and must be approved by a representative of CRD Water Services.
  7. All water mains shall be provided with 50mm wide detectable warning tape. Detectable warning tape shall be minimum 150mm depth, metallic, blue in colour and shall be marked "Caution Water Main Below" or approved equivalent.
  8. Provide "Shorten" marking tape or approved equal.
  9. Separation distances: Maintain a minimum 3.0m horizontal and 0.45m vertical separation between water mains/services and sanitary/storm sewers/services except where noted and approved by CRD Water Services.
  10. Maintain a minimum 1.0m horizontal distance between water mains/services and any other utilities except where noted and approved by CRD Water Services.
  11. Maintain a minimum of 1.0m horizontal clearance for water main/services from any other utility (hydro, gas, telephone) except where noted and approved by CRD Water Services.
  12. Separation distances: Maintain a minimum 3.0m horizontal and 450mm vertical separation between water mains/services and any other utility (hydro, gas, telephone) except where noted and approved by CRD Water Services.
  13. Separation distances: For crossing of existing sewers, where the water main does not have the required 450mm vertical separation, the water main shall be centered such that joints on both the water main and the sewer are at least 1.0m from the crossing point.
  14. Where new connection (CB) leads do not have a 450mm vertical separation, wrap CB lead joints with Canus Joint Wrap.
  15. Maintain a minimum 0.5m horizontal centre to centre and 150mm clear vertical separation between water mains and hydro, gas and telephone conduits except where noted and approved by CRD Water Services.
  16. Maintain a minimum of 1.5m horizontal centre to centre and 150mm clear vertical separation between water mains and hydro, gas and telephone services except where noted and approved by CRD Water Services.
  17. Chlorination and bacterial pressure test in accordance with CRD Water Services engineering specifications.
  18. Contractor shall flush and disinfect water mains in accordance with AWWA standards and as directed by CRD Water Services. Contractor shall arrange for health tests to be collected and processed by an approved lab.
  19. Neutralize chlorine solutions in accordance with Ministry of Environment and Fisheries and Oceans Canada regulations prior to discharge to any drainage course or water body.
  20. Contractor shall provide 24 hour notice to CRD Water Services prior to proceeding with any waterworks.
  21. CRD Water Services shall make all connections to existing water main at Developer's expense.
  22. Contractor shall provide 48 hours notice to CRD Water Services for work required by CRD Water Services.
  23. CRD Water Services shall install the 100mm combined service to property line c/w tee, 50m domestic service and meter at the Developer's expense.
  24. CRD Water Services shall cap and abandon the existing water service and remove the meters at the Developer's expense.
  25. Any temporary or permanent connection to the Juan de Fuca Distribution system or the CRD Water system shall be approved by CRD Water Services.
  26. The owner is responsible for registering the backflow prevention devices with the cross-connection control officer. The devices shall comply with the requirements of the Capital Regional District Bylaw No. 3516. The testing must be completed by a certified backflow preventer tester.

POWER AND COMMUNICATIONS

  1. The Contractor shall contact BC One Call a minimum of three working days prior to start of construction.
  2. The Contractor shall construct underground BC Hydro, Telus and Shaw cable in accordance with the applicable utility company current standards.
  3. The Contractor shall provide 48 hours notice to the various utility companies as required.
  4. All locations and elevations of existing utilities shown are approximate only and shall be confirmed by the use of a pipe locator and manual digging. All or any structures not identified.
  5. All surface restoration (roads, curbs, sidewalks, etc.) shall be original condition or better.
  6. The Contractor shall contact all residences and/or businesses affected by the construction five days prior to starting the construction. The Contractor shall also individually notify residents each day residence or business which will be affected by the next day's work.
