8.1 STAFF REPORTS
a) Development Permit Application No. 2021/01 - 1950 West Park Lane - Phase 3
- Report dated April 15, 2021 from the Senior Planner (Pg. 16 - 143)
Staff Recommendation:
THAT Development Permit No. 2021/01 be approved as per the April 15, 2021 report from the Senior Planner titled "Development Permit Application No. 2021/01 - 1950 West Park Lane - Phase 3";
AND THAT Development Permit No. 2021/01 include approval of a variance to the definition of grade from "the weighted average of the existing grade or the finished grade, whichever is lower" to "the average finished grade as designated in the November 20, 2020 Plans prepared by Java Designs";
AND FURTHER THAT Development Permit No. 2021/01 include the following conditions:
Environmental impacts and mitigation measures including steep slope and interface fire hazard management be implemented in accordance with Development Permit No. 2019/02.
Landscape planting and irrigation is to be installed in accordance with current BCSLA/BCNTA standards.
A security deposit for hard and soft landscaping is required prior to building permit issuance.
The security deposit of $50,000 provided in Development Permit No. 2019/02 to address any unsafe conditions or damage to the natural environment apply to works authorized in this development permit.
This development permit does not authorize any retaining walls over 1.2m in height.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS
a) From the April 13, 2021 Committee of the Whole meeting:
2021-2025 Financial Plan Approval THAT the Committee recommend to Council that the 2021-2025 Financial Plan be approved in principle, as amended; AND THAT the 2021-2025 Five-Year Financial Plan bylaw be prepared for consideration at the April 20, 2021 Council meeting. (COW-15-21)
Canada Day 2021 THAT the Committee recommend to Council that, instead of the usual Canada Day events scheduled at Craigflower Manor for the public that the Town supports, Canada Day 2021 be recognized through a photo contest and tree kit giveaway. (COW-16-21)
2021 Tax Rate Options THAT the Committee recommend to Council that a tax rates bylaw be prepared for 2021 based on the multiples presented in Scenario D with the exception that the tax rate multiple for the Recreation/Non-profit (Class 8) be set at 5.1. (COW-17-21)
Dogs in Off-Leash Parks THAT the Committee recommend to Council that the email dated February 9, 2021 from S. Johnstone, Re: Dogs in Off-leash Parks be referred to staff to prepare a report on the on-leash and off-leash areas in Town parks. (COW-18-21)
Proposed Amendment to Traffic Calming Policy No. 5200-016 (Pg. 144 - 149) THAT the Committee recommend to Council that the proposed amendments to the Traffic Calming Policy No. 5200-016 as shown in the Engineering Clerk's report dated April 1, 2021 entitled "Proposed Amendment to Traffic Calming Policy No. 5200-016" be approved.
