a) C. Peters, Be Amazing Campaign, Re: Human Sex Trafficking/Sexual Exploitation

Ms. Peters stated that she has recently launched the “Be Amazing Campaign” and spoke to Council regarding human sex trafficking and sexual exploitation in British Columbia.

Council suggested Ms. Peters present to the Victoria Family Court and Youth Justice Committee, discussed forensic nursing services, and noted that Council will speak to the West Shore RCMP regarding information presented at this meeting.

6. PUBLIC PARTICIPATION PERIOD

a) C. Blanchard, 101-290 Island Highway, requested that Council support the City of Victoria and District of North Vancouver’s requests regarding the Help Cities Lead Campaign.

  1. Report dated March 30, 2021 from the Community Planner The Community Planner summarized the report for Council. Council and staff discussed amendments made from the previous application, timeline for completion of building permit, natural shoreline, scope of retaining wall, and size of boathouse.

AND THAT the following variances to Zoning Bylaw No. 900, 2014 be included as part of Development Permit No. 2021/01:

  • variance to the prohibition on retaining wall constructed within the setback from the natural boundary to the sea;
  • variance to the setback for the boathouse, ramp and float structures from 15m to 0m;
  • variance to the maximum height of retaining wall from 1.2m to 1.52m. CARRIED Councillor Mattson opposed

b) Development Variance Permit No. 2021/01 – 287 Pallisier Avenue

  1. Report dated March 30, 2021 from the Community Planner The Community Planner gave a presentation of the report to Council. Council and staff discussed that the parking requirement in the Bylaw is cumulative but that the uses at the site will not occur simultaneously. Potential traffic and parking concerns related to daycare users were also discussed.

Mr. Baier noted there has been neighbourhood engagement and concerns have been addressed.

C-40-21 THAT, given the resolution of issues identified in the Building Official’s July 14, 2020 . report, the following Council motion (C-21-21) be rescinded:

THAT the matter of a Section 57 notice on title for 17 Eaton Avenue continue to be adjourned until September 7, 2021 provided the property owners, Mr. Seisan and Ms. Manshadi do not list the property for sale;

AND THAT the owners diligently complete the work described in Building Permit 2573 to address the enclosed breezeway prior to September 7, 2021;

AND FURTHER THAT the owners diligently pursue a satisfactory resolution of the outstanding issues related to two decks prior to September 7, 2021;

AND THAT the matter of a Section 57 notice on title for 17 Eaton Avenue, as described in the Building Official’s July 14, 2020 report, be concluded. CARRIED

e) Council Size

a) K. Mitchell, 109 Thetis Vale Crescent, inquired about the process and public consultation regarding an increase to council size and the designation from town to city. She also asked about plans for enforcement during the summer at Thetis Lake Regional Park.

b) C. Blanchard, 101-290 Island Highway, noted the View Royal Climate Coalition would like to be part of the process with Council to acquire more information regarding the Help Cities Lead Campaign.

c) A. Campbell, 2368 Chilco Road, questioned incumbency rates should council size increase.
