Details of item to be added: That Council direct staff

1. address inconsistencies / confusion, as well as improve signage for existing off leash areas
2. report on adding more localized WALKABLE amenity space given density increases Chilco, North View Royal etc) and the insufficient parking at View Royal Park
3. survey residents / PREAC for needs, suggestions, comments to guide solution options (before AND after staff report). This includes reviewing best practices -- ON leash in/ near sensitive ecosystems, and unfenced playgrounds. Lastly, assess creative innovations by other municipalites (Esquimalt's plans, Nanaimo (recommended by CRD Animal Control) etc. Incorporate all into Parks Master Plan.

List any attachments:

• there are quick hits with open space than can be utilized quite effectively. Cost of chain link fencing is not excessive...
• not like playground equipment or bike tracks. It helps to shift the parking burden off View Royal park too.
