1. CALL TO ORDER – Mayor Screech called the meeting to order at 7:01 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

2. Presentation – 2020 Consolidated Financial Statements and Audit Report

C. Vanderhorst, auditor, and the Director of Finance gave a presentation to Council regarding the 2020 consolidated financial statements and audit results.

Council and staff discussed increase to vulnerability ratios, financial implications of the COVID-19 pandemic, current financial position, sources of deferred revenue, and reserves and surplus balances.

b) Development Permit Application No. 2021/04 – 7 Erskine Lane

1. Report dated April 28, 2021 from the Senior Planner

The Senior Planner summarized the proposal for the seventy-one unit condominium development, noting revisions since the March 9, 2021 Committee of the Whole meeting.

Council and staff discussed maintenance of treed areas to be retained, tree replacement, variance for a potential bicycle lane, and access to the Galloping Goose Regional Trail.

Council and K. Klippenstein, architect, discussed fence height, tree retention and replacement, the stacked boulder wall on 2 Hospital Way, extent of roof top garden, and parking.

C-55-21 THAT Development Permit No. 2021/04 be approved as per the April 28, 2021 report from the Senior Planner titled “Development Permit Application No. 2021/04 – 7 Erskine Lane”;

AND THAT Development Permit No. 2021/04 include variances to the provisions of Zoning Bylaw No. 900, 2014 for the following: a. Maximum building height of a building from 13.5m to 17.0m b. Minimum front lot line setback from 7.5m to 6.8m c. Minimum rear lot line setback from 7.0m to 6.5m d. Maximum projection of a balcony into a required setback from 0.5 m to 1.2m e. Maximum width of a balcony projection into a required setback from 2.0m to 4.5m f. Maximum width of sunlight control projections per building face from 4.0m to 11.0m g. Maximum height of a fence on top of a retaining wall from 2.0m to 4.3m;

AND THAT Development Permit No. 2021/04 include variances to the provisions of Subdivision and Development Servicing Bylaw No. 985, 2017 to facilitate potential modifications to the road frontage of this property:

• Variance to requirements for shared travel lanes to permit a separated bicycle lane.
• Variance to requirements for pocket parking to permit a parking island within a cul-de-sac bulb.

AND FURTHER THAT Development Permit No. 2021/04 include the following condition:

• A security deposit for hard and soft landscaping is required prior to building permit issuance. CARRIED

c) Greater Victoria Crossing Guards Association – 2021 Grant-in-Aid

C-57-21 THAT the Microsoft Teams Live Event chat feature be used only for Public Hearings;

AND THAT the October 20, 2020 resolution to address Ministerial Order No. M192 provisions be replaced with the following:

THAT, pursuant to Ministerial Order No. M192 of the Minister of Public Safety and Solicitor General passed June 17, 2020, Council authorizes, until there are changes to the restrictions on gatherings and social distancing requirements, all open meetings shall be conducted without members of the public present;

AND THAT openness, transparency, accessibility, and accountability of these meetings are ensured through the following means:

1. live webcasting to see and hear Council meetings, Committee of the Whole meetings, and Public Hearings available through a link on the Town of View Royal website;
2. participation in and attendance at Council and Committee of the Whole meetings via real-time telephone conference for Public Participation and Question Period;
3. participation in and attendance at Public Hearings via real-time telephone conference and the chat feature;
4. participation in and attendance at Board of Variance meetings via real-time telephone conference;
5. attendance at Advisory Committee meetings via real-time telephone conference;
6. provision of a newspaper notice of Council and Committee of the Whole meetings;
7. accommodating Petitions and Delegations by real-time telephone conference only or pre-arranged live video presentation;
8. accommodating applicants/consultants by real-time telephone conference only or pre-arranged live video presentation;
9. making the meeting agenda available on the Town of View Royal website;
10. accepting written correspondence up to 1:00 p.m. on the day of the Council, Committee of the Whole, and Board of Variance meetings and Public Hearings for inclusion on the agenda; and
11. posting recorded webcast meetings on View Royal’s website as soon as possible after the meetings. CARRIED

a) S. May, 31-14 Erskine Lane, questioned whether sidewalks will be installed on both sides of Erskine Lane. The Mayor noted that sidewalks will only be installed on the northerly side of Erskine Lane.
