I trust the following notes will be sufficient for use in your Excavation Permit application with the Town of View Royal.

The proposed methods of drainage control for the site during and after the operation

As per most every current and recent project, erosion and silt control methods will be put into place to protect surrounding drainage systems from silt ingress. A site-specific plan may be designed by others, however in my experience these systems usually incorporate a perimeter of silt fencing along any uphill grades to limit overland silt ingress to the site, and a settling pond of some sort to receive pumped ground water prior to discharge from site. The discharge point will include measures such as hay bales and geotextile to filter the outflow from the settling pond.

Given that this site is comprised of a relatively shallow depth of soil overlying bedrock, the majority of excavation will be clean, i.e., once the overburden is stripped and the blasting operation begins, we would expect minimal to no silt in any water accumulating in the excavation.

The proposed methods of access to the site during the operation

To minimize debris being tracked onto the road, we would build a temporary driveway for the dump trucks. This would involve either overlaying the existing driveway or excavating a new one if a different location would be more efficient. The driveway surface would be crushed gravel, and our operators would make every effort to keep it clean, i.e., trucks would remain on the driveway while being loaded, and would not drive over soiled areas onsite. Further, I anticipate that topsoil stripping and stockpiling would begin prior to loading and hauling away, allowing trucks to remain in a designated loading area while excavators load from a stockpile.

As noted above, the bulk of the excavation will be in bedrock, minimizing concern of soil/debris on the road.

The proposed progressive stages of filling or excavation during the permit period

I anticipate that all overburden/soil will be stripped from the site (Buildings C and D), after which bedrock will be blasted to the subgrade elevation of the courtyard, including the steps surrounding the west corner of Building C (stepped retaining wall location – see Ryzuk Drawing). Once this main area is brought to subgrade, the building excavations would proceed.

I anticipate the timing of the lock block retaining wall construction, whether before or after the building excavation, would be up to the geotechnical engineer, as would the timing of service trench blasting.
