6. BUSINESS ARISING FROM PREVIOUS MINUTES a) Memorandum of Understanding (MOU) – 2401 Burnside Road West (handyDART Facility)

The Director of Development Services gave a presentation to Council regarding the background of the proposed handyDART facility to be located at 2401 Burnside Road West.

She described BC Transit’s site selection process; future growth forecast; implications of British Columbia’s Interpretation Act section 14 (2); the Town’s response to the Ministry of Transportation and Infrastructure; the Memorandum of Understanding (MOU) between BC Transit and the Town; and BC Transit’s community engagement that includes the establishment of neighbourhood working group, project website and engagement with First Nations.

The Chief Administrative Officer addressed each area of concern identified in the Town’s September 17, 2019 resolution. He noted that the MOU is not a binding contract between the parties, but instead describes an intended cooperation. He stated that BC Transit has agreed to go through the Town’s environmental development permit and building permit processes as well as enter into a servicing agreement and pay Development Cost Charges. BC Transit has indicated that the building will meet a LEED gold standard.

Council, staff and L. Timmerman, BC Transit, discussed:

• response to community feedback;
• noise impacts;
• traffic impact mitigation;
• environmental protection;
• alternative fuel options;
• on-site fueling and evening activities;
• Community Working Group; and
• discussions with the Capital Regional District to potentially relocate the Galloping Goose Regional Trail.

Mr. Timmerman noted that BC Transit’s objective is to make this project an asset to the community and one they can be proud of by working with residents, First Nations and through the establishment of a Community Working Group.

7. PUBLIC PARTICIPATION PERIOD a) D. Critchley, 132 St. Giles Street, stated his concerns regarding the environmental impact to Craigflower Creek with the construction of the handyDART facility at 2401 Burnside Road West. b) L. Critchley, 132 St. Giles Street, noted her concerns regarding the environmental impact to Craigflower Creek with the construction of the handyDART facility at 2401 Burnside Road West. c) B. Wyvill, 2129 Highland Road, described his concerns regarding the environmental impact to Craigflower Creek with the construction of the handyDART facility at 2401 Burnside Road West. d) M. Burian, 4-1900 Watkiss Way, questioned the environmental permit process and if BC Transit has considered environmental impacts to Craigflower Creek. The Director of Development Services described the Town’s environmental development permit requirements. e) J. Powell, 140 St. Giles Street, suggested that the relocation of the Galloping Goose Regional Trail be stream side and questioned why the location at 2401 Burnside Road West was chosen for a handyDART facility. f) A. Hanes, 1969 Ridgeview Rise, questioned riparian area setbacks and choice of vehicle fleet. She stated her concerns regarding the noise impact study and environmental impact to Craigflower Creek with the construction of the handyDART facility at 2401 Burnside Road West. The Director of Development Services described setback requirements. g) D. Faulks, 196 Werra Road, discussed the benefit of rail as an alternative transportation mode. h) G. Ghanem, 2255 Highland Road, stated his concerns regarding the Memorandum of Understanding, traffic impact, and location selected for the handyDART facility. i) J. Newman, 2151 Burnside Road, stated her concerns regarding the potential for fuel leaks and traffic impact with the construction of a handyDART facility at 2401 Burnside Road West. She questioned how she could contact members of the Community Working Group put together by BC Transit for the project. j) M. Benn, 6-1900 Watkiss Way, member of the Community Working Group, stated she is willing to speak with residents and noted her concern for transparency surrounding the handyDART project. k) S. Beach, 2296 Meadow Vale Drive, questioned what would happen if BC Transit does not adhere to the MOU.

The Mayor noted that since receiving the letter from the Province regarding the imposed siting of the handyDART facility at 2401 Burnside Road West, Council’s approach has been to garner the best outcome for the municipality which includes entering into the MOU with BC Transit.

a) View Royal Park Master Plan Review

1. Report dated February 26, 2020 from the Director of Development Services

The Director of Development Services gave a summary of the draft View Royal Master Plan, highlighting emerging themes. She noted there will be an Open House on March 19, 2020 and the Plan come back to Council for final approval.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

C-34-20 THAT staff prepare the 2020-2024 Financial Plan with a property tax increase not to exceed 2.9% for 2020 by reducing reserve contributions to the Future Expenditure reserve and realigning contributions to that reserve and the Capital Renewal reserve with the target levels identified in “Policy No. 1600-020 – Reserves Surplus”. CARRIED

C-35-20 THAT the 2020-2024 Financial Plan include an $8,000 allocation from the Casino reserve account for potential Stormont Road improvements pending further review and Council consideration in the fall of 2020. CARRIED
