THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(k) – provision of a service. CARRIED

a) West Shore Parks and Recreation Governance – Agreements

From the February 25, 2020 In-Camera meeting:

MOVED BY: Councillor Rogers SECONDED: Councillor Kowalewich

THAT the Town of View Royal enter into a new West Shore Parks, Recreation and Community Services Agreement between the West Shore municipalities and a revised West Shore Parks and Recreation Operating, Maintenance Agreement between the West Shore municipalities and the West Shore Parks and Recreation Society substantially in the form attached to the February 20, 2020 report from the Chief Administrative Officer and that staff be authorized to execute the documents;

AND THAT the Town of View Royal support amendments to the West Shore Parks and Recreation Society constitution and bylaws to establish: a) that the Board of Directors be made up of five persons and that each owner/member should appoint one director and one alternate director; b) that the financial capital plan of the Society be approved by sufficient Board members representing at least 75% of the annual financial contributions and a majority of the Board members required; and c) that all other Board decisions be approved based on a majority vote. CARRIED
