Re: Development Permit Application – Form and Character with Variances – West Park – 1938 West Park Lane

Attached is our application for a Form and Character Development Permit which also includes 12 minor variances for wall heights.

This application includes the development of 26 townhouses with a ‘Tot’ lot playground which will become a focus in the neighbourhood and for the CRD housing project. The site is also surrounded by Thetis Lake Regional Park that provides walking and biking trails and almost unlimited outdoor recreation opportunities.

A new neighourhood is being developed on the Old Thetis Lake Campground which will provide for a mix of housing opportunities including our Townhomes, Affordable Housing for singles and families in the new CRD housing and eventually apartment/condos in future phases.

Residents are able to walk to bus stops on Six Mile Road and BC Transit expects service to the site within 2 years and access the Galloping Goose Trail south of the highway which provides cycling and pedestrian access to Downtown Victoria and other parts of the Western Communities. There is presently a small commercial development on Six Mile Road within walking distance and this commercial node will prosper as our West Park Development grows.

Limona Construction has always been proud of the housing it builds and well recognized by the industry as leaders on Vancouver Island, in building these types of projects. West Park will provide sidewalks for residents to move safely throughout the development and access the more than 20% of the site which is being protected as green space. The roads will be landscaped and although variances are required for wall construction as a result of a difficult topography this same topography provides us with the opportunity to create a unique neighbourhood environment.

All townhomes will look onto the street and provide distinct entrances and large windows to enhance the façade treatment and provide a form of overlook protection in the neighourhood. All units will meet the parking requirements in garages which will also hide garbage and recycling containers. We have developed a variety of different townhouse facades with some presenting as single storey from the street and others being two stories and some with steps between units to meet the changing topography. All units will have their own private outdoor space with many of the units overlooking the park or open space, not neighbouring units. We have departed from the Thetis Vale look and wanted to stay away from all the box contemporary looking units along the Highway/Langford corridor. We have attempted to design the units with clean lines and an upscale façade with contemporary and west coast design elements and will incorporate a natural color pallet.
