Mayor Screech called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

a) L. Hagen and M. Bergstra, Action on Smoking and Health (ASH Canada), Re: Smoking and Vaping in Public Places
M. Bergstra, spoke to Council regarding ASH’s mandate and partners; tobacco facts; concerns with vaping and cannabis modeling to youth; and additional actions that municipalities could take to ensure comprehensive smoking, vaping and tobacco bylaws.
Council and Ms. Bergstra discussed the need for a regional approach by engaging the Capital Regional District and Dr. R. Stanwick, Vice President, Population Health and Chief Medical Officer, Island Health, in this initiative.

a) Ministerial Order No. M192 – Open Meetings Public Attendance
- Verbal report from the Director of Corporate Administration
The Director of Corporate Administration noted that the proposed resolution replaces the July 7, 2020 Council resolution that addressed Ministerial Order No. M192. The changes proposed include provisions for Advisory Committee and Board of Variance meetings, an amended correspondence submission time to Committee of the Whole, and removal of the requirement for draft minutes to be posted on the Town’s website given that the webcast is available as soon as possible after the meetings.

THAT, pursuant to Ministerial Order No. M192 of the Minister of Public Safety and Solicitor General passed June 17, 2020, Council authorizes, until there are changes to the restrictions on gatherings and social distancing requirements, all open meetings shall be conducted without members of the public present;
AND THAT openness, transparency, accessibility, and accountability of these meetings are ensured through the following means:
- live webcasting to see and hear the Council and Committee of the Whole meetings available through a link on the Town of View Royal website;
- participation in and attendance at Council and Committee of the Whole meetings via real-time telephone conference and interactive chat for Public Participation and Question Period;
- participation in and attendance at Board of Variance meetings via real-time telephone conference;
- attendance at Advisory Committee meetings via real-time telephone conference;
- provision of a newspaper notice of Council and Committee of the Whole meetings;
- accommodating Petitions and Delegations by audio only or pre-arranged live video presentation;
- accommodating applicants/consultants by audio only or pre-arranged live video presentation;
- making the meeting agenda available on the Town of View Royal website;
- accepting written correspondence up to 3:00 p.m. on the day of the Council and Board of Variance meetings and 1:00 p.m. on the day of Committee of the Whole meetings for inclusion on the agenda; and
- posting recorded webcast meetings on View Royal’s website as soon as possible after the meetings. CARRIED

Council sought clarity around payments described in the minutes regarding the Greater Victoria Public Library’s Juan de Fuca branch given that the Town belongs to the downtown branch. Council discussed the loss of revenue during the COVID-19 pandemic.

a) Standardization of Application Fees – Councillor Rogers

C-114-20 THAT staff provide a report regarding the Board of Variance fee structure; decisions made on minor variance applications over the past three years by the Board of Variance; and additional information pertaining to Part 14: Division 15 "Board of Variance" from the Local Government Act. CARRIED
b) Parking – View Royal Park – Councillor Rogers
The Director of Engineering discussed driveway width and potential development options for additional parking at View Royal Park. He noted that should Council not wish to develop additional parking, existing curbs could be painted yellow or “No Parking” signs installed.
Council and staff discussed the need for additional parking, potential installation of a sidewalk, painted yellow curbs, installation of “No Parking” signs, alternative modes of transportation to View Royal Park, and possibility of an agreement with School District No. 61 to allow for overflow parking at View Royal Elementary School on weekends.
Council agreed that “No Parking” signs could be installed at this time and that options for the potential installation of additional parking and a sidewalk at View Royal Park would be part of the 2021 budget deliberations.
