8.1 STAFF REPORTS
a) Ministerial Order No. M192 - Open Meetings Public Attendance
- Report dated June 30, 2020 from the Director of Corporate Administration (Pg.32 - 55)
Staff Recommendation: THAT Council, pursuant to Ministerial Order No. M192 of the Minister of Public Safety and Solicitor General passed June 17, 2020, authorize that until there are changes to the restrictions on gatherings and social distancing requirements, all open meetings of Council, including Committee of the Whole, shall be conducted without members of the public present in Council Chambers;
AND THAT openness, transparency, accessibility, and accountability of these meetings are ensured through the following means:
- live webcasting to see and hear the meeting available through a link on the Town of View Royal website;
- live interaction in the meeting via real-time telephone conference for Public Participation and Question Period;
- participation in the meeting via interactive chat for Public Participation and Question Period;
- provision of a newspaper notice of the meeting;
- accommodating Petitions and Delegations by audio only or pre-arranged live video presentation;
- accommodating applicants/consultants by audio only or pre-arranged live video presentation;
- making the meeting agenda available on the Town of View Royal website;
- accepting written correspondence up to 3:00 p.m. on the day of the meeting for inclusion on the agenda;
- posting recorded webcast meeting on View Royal’s website after the meeting; and
- posting draft minutes as soon as possible after the meeting.
b) Soil Permit Application No. 2020/01 - 7 and 9 Erskine Lane
- Report dated June 30, 2020 from the Senior Planner (Pg.56 - 85)
Staff Recommendation: THAT Soil Permit 2020/01 be approved in accordance with the reports and plans attached to the June 30, 2020 report from the Senior Planner titled “Soil Permit Application 2020/01 – 7 and 9 Erskine Lane;”
AND THAT Soil Permit 2020/01 include the following conditions:
- Compliance with the requirements of Soil Deposit/Removal Bylaw, No.869, 2013 as amended.
- Issuance of a Tree Permit with a tree protection plan is required prior to beginning work around the protected root zones of trees to be retained.
- Permit expiry one year from the date of issuance.
- At completion: a. a qualified Professional Engineer or Geoscientist must provide certification of slope stability and confirm there is no net increase in offsite surface drainage b. permit security may be used to vegetate or otherwise cover remediation areas to discourage non-invasive plant species.
AND FURTHER THAT Soil Permit 2020/01 be issued upon receiving a security deposit of $4,000 to ensure compliance with the conditions of the permit.
