BYLAW NO. 1051

A BYLAW TO AMEND MONTHLY PREAUTHORIZED TAX PREPAYMENT PLAN BYLAW NO. 749, 2010 TO ALLOW REFUNDS OF PROPERTY TAX PREPAYMENTS

WHEREAS the COVID-19 global pandemic has created financial insecurity for some taxpayers, and actions by the Provincial government has reduced property taxes for the 2020 tax year;

NOW THEREFORE the Council of the Town of View Royal, in open meeting assembled, enacts as follows:

1. This Bylaw may be cited for all purposes as “Monthly Preauthorized Tax Prepayment Plan Bylaw No. 749, 2010, Amendment Bylaw No. 1051, 2020.”

2. Monthly Preauthorized Tax Prepayment Plan Bylaw No. 749, 2010 is hereby amended by adding the following as Section 14:

   Despite Section 12 and for the 2020 tax year only, the Collector may authorize the refund of a credit balance that remains after all 2020 property taxes are paid. A request for a refund must:

   a. Be in writing from a property owner and must be signed by all property owners; b. Be equal to or greater than $200.00, but not exceed the total amount of the credit balance available on the property owner’s(s’) tax account on July 2, 2020. c. Be received on or before July 2, 2020 if the property owner(s) wish(es) the effect of the refund to be considered in the calculation of the monthly preauthorized tax prepayment amount for the 2021 tax year; d. Be received on or before December 31, 2020.
