CALL TO ORDER – Mayor Screech called the Public Hearing to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

PUBLIC HEARING

a) Statement of Public Hearing Procedure

Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Community Planner advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on November 4, 2020. The notice was also advertised in two consecutive issues of a newspaper being the Times Colonist on Thursday, November 12, 2020 and Friday, November 13, 2020. A total of approximately 847 notices were mailed on November 4, 2020 to owners and residents of land located within a 400 metre radius of the subject property.

4.1 STAFF REPORTS

a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1059, 2020 to Rezone 9 Erskine Lane to CD-25: Erskine Lane Residential

Report dated November 12, 2020 from the Community Planner

The Community Planner summarized the report for Council, noting the proposed rezoning for 9 Erskine Lane is to allow a purpose-built rental development for twenty years – secured by covenant – in four five-storey buildings with 336 units and a floor space ratio of 1.5 for Subzone A and 1.15 for Subzone B.

Council and staff discussed building height and whether Watkiss Way and Erskine Lane are development cost charge eligible roads.

A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Creating the CD-25 Zone and with Respect to the Rezoning of 9 Erskine Lane

S. Alexander, WestUrban Developments, gave a presentation to Council regarding the rezoning application for 9 Erskine Lane, specifically, planning and engagement, details of the proposal, transportation improvements, and benefits of the proposed development.

Council and the applicant discussed tree removal and protection, playground installation, height of Building A, electric vehicle charging stations, bicycle storage with e-bike charging stations, construction of a trail, and protection of Craigflower Creek from stormwater run-off.

Comments from the Public

a) G. Creed, 5 Erskine Lane, stated his support for the rezoning, noting he feels this is a reasonable project for the site. He is in favour of higher density and affordable housing.

b) S. Davies, Metchosin resident, stated her support for the rezoning, noting this is an environmentally conscious plan that offers many amenities and the developer has responded to concerns of the surrounding residents and Council. She also noted that affordable rental housing is needed in the region and this development offers viable options for housing.

c) G. Adams, 9 Erskine Lane, stated his support for the rezoning and noted this development is within the Official Community Plan redevelopment area and will provide much needed rental housing and amenities in the neighbourhood.

d) J. Adams, View Royal resident, stated his support for the rezoning and noted this development is a great opportunity for View Royal to grow and provides much needed rental housing.

e) J. Devonshire, 242 Glenairlie Drive, questioned the size and species of trees that will be planted on the site. The applicant, S. Alexander, noted that replacement trees are listed in the landscape plan and most will be replaced with native plantings.

f) D. Girgull, questioned whether the developer will make a commitment in writing to Council and residents regarding tree protection. The applicant, S. Alexander, noted a plan has been provided to Council and 428 trees will be retained and 250 trees will be replanted.

g) J. Adams, 2139 Meadowvale Drive, stated her support for the rezoning, noting this provides much needed affordable housing close to the Victoria General Hospital for its employees.
