Mayor Screech called the meeting to order at 8:13 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

a) J. Daly, CEO, Our Place Society and C. Diebel, Director, New Roads Therapeutic Recovery Community, Re: New Roads Therapeutic Recovery Centre – 94 Talcott Road
C. Diebel provided Council with an update of the New Roads Therapeutic Recovery Centre at 94 Talcott Road, specifically resident composition, programs, staffing, educational opportunities, transition support and spaces available at the Centre. Ms. Diebel thanked Council for their support.
Council and Ms. Diebel discussed programs, number of residents at the Centre, volunteers, staffing and the Centre’s shifting focus to increase treatment referrals. Ms. Diebel invited Council to visit the Centre once it is safe to do so and Ms. Diebel was encouraged to provide Council with an update in approximately a year.
b) I. Bruce, Executive Coordinator, Peninsula Streams Society, Re: Beach Nourishment
Mr. Bruce gave Council a presentation regarding the Peninsula Streams Society and their projects, specifically:
- beach education and habitat conservation;
- forage fish egg beach survey locations and results;
- Pat Bay Beach nourishment;
- Tod Inlet Beach project; and
- Green Shores.
Mr. Bruce described his proposal for beach nourishment projects at Portage Inlet Linear Park beach area (public land) and Hospital Creek area (public land and private land) in 2020-2021 and the Hospital Creek test nourishment plot work undertaken already.
Council and Mr. Bruce discussed herring collapse, fish foraging, revitalization of beaches, Department of Fisheries and Oceans support, and costs/funding sources for the project, including private property owners. Mr. Bruce invited Council to visit the beaches and noted he will submit a grant-in-aid application to the 2021 budget deliberations for the two beach nourishment projects he described in the municipality.

a) CRD Housing Temporary Sign Permit – 1910 West Park Lane
- Report dated November 9, 2020 from the Community Planner
The Community Planner described the temporary sign application and suggested alternatives.
Council noted that, although they feel signs are distracting on the side of a highway, they understand the Capital Regional District’s (CRD) need to advertise the rental suites.
J. Reilly, Manager, Initiatives and Programs, CRD, spoke to Council regarding the temporary sign permit application, specifically, size of the proposed sign, advertising/marketing of rental suites, and sign content.
Council, staff, and Mr. Reilly discussed sign content, challenges with renting suites, and placement of signage.

The Director of Development Services gave a summary of the report to Council.
Council and staff discussed plan implementation, priorities, funding, and specific initiatives such as a fenced dog area, naturalizing of the ditch, and potential installation of drinking fountains, parking, and a sidewalk into the Park.

Council and staff discussed traffic management, access and egress, “neighbourhood grocery” definition, hours of operation, and use.
