Mayor Screech called the Public Hearing to order at 7:00 p.m.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing The Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on April 25, 2018. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, April 25, 2018 and Friday, April 27, 2018.

5. BYLAWS FOR CONSIDERATION
a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 993, 2018 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Prohibiting Production, Distribution, Sale and Personal Growth of Recreational Cannabis
- Comments from Municipal Staff The Planner gave a summary of the Zoning Bylaw amendment with respect to prohibiting production, distribution, sale and personal growth of recreational cannabis.
Council and staff discussed what other municipalities in the region are doing with respect to this matter and timelines for View Royal’s proposed community engagement.
- Comments from the Public a) G. Sund, 308 Glenairlie Drive, spoke against the amendment bylaw as it will delay implementation, once federally approved, in the municipality and urged Council to adopt the City of Victoria’s bylaw. Mr. Sund expressed concern about potentially intrusive bylaw enforcement.
The Mayor noted that bylaw enforcement in the Town is complaint driven.
b) A. Mitchell, 208 Hart Road, noted that cannabis is already legalized in some areas of the United States. He suggested that the Town adopt the City of Vancouver or City of Victoria’s bylaw and amend it to suit the Town’s needs if any issues arise. This action will ensure that tax revenue is not lost and make the product available for medicinal purposes sooner.
