1. CALL TO ORDER

The Vice Chair called the meeting to order at 7:00 p.m.

a) South Vancouver Island Nature Trails Society

*presentation rescheduled to the March 2018 Parks, Recreation and Environment Advisory Committee meeting

Councillor Rogers gave an overview of the various projects that the South Vancouver Island Nature Trails Society has been involved in. He noted that Amanda Evans is also willing to work with Town volunteers and the South Vancouver Island Nature Trails Society on initiatives.

7. REPORT

7.1 STAFF REPORTS

The Parks Supervisor noted that the Town is looking for the Committees’ input regarding the placement of new playground equipment in Centennial Park. He stated that various options for playground equipment will be placed on the Town’s website for Committee members’ input by February 16, 2018.

The Committee and the Parks Supervisor discussed the installation of playground equipment for Centennial Park, including various locations; use of existing playground equipment; visibility from the parking lot; future projects within the Park; funding for new playground equipment; installation of a path from White Pine Road to the playground; features of the new playground equipment; and a Committee walkabout of Centennial Park.

9. NEW BUSINESS

a) View Royal Park Playground Path

The Committee and Parks Supervisor discussed the current path location vis a vis the playground.

PREAC-01-18 THAT the Committee recommend to Council that staff relocate the pedestrian/bike trail in View Royal Park so it does not pass through the playground area. CARRIED

b) 2018 Budget Suggestions

The Committee discussed suggestions to be included in the 2018 budget deliberations.

PREAC-02-18 THAT the Committee recommend to Council that a pedestrian bridge over Craigflower Creek from the Parkcrest Drive easement into View Royal Park be installed by 2022. CARRIED

PREAC-03-18 THAT the Committee recommend to Council that the Town install user pay electric vehicle charging stations at View Royal Town Hall and Centennial Park in 2018. CARRIED

PREAC-04-18 THAT the Committee recommend to Council that the Town complete the circular path within Eagle Creek Trail in 2018. CARRIED

c) Kiosk Proposal

Councillor Rogers noted that the proposed kiosk signs would be two sided and include the Town’s Parks and Trails Map on one side and advertisement of businesses within View Royal on the opposite side.

The Committee discussed the design of the kiosks; required on-going maintenance of the signs in light of limited resources; funding; and locations.

d) Standardized Parks Signage – Design & Location

Councillor Rogers noted that discussion regarding standardized parks signage will be coming forward to a future Parks, Recreation and Environment Advisory Committee meeting for input on design and location of parks signage within View Royal parks.

e) Parks Regulation Bylaw

A Committee member inquired as to who undertakes enforcement of dogs on View Royal beaches during specific times of the year.

f) Habitat Acquisition Trust Pollinator Plant Workshop

PREAC-05-18 THAT the Committee recommend to Council that a staff representative attend the Land Manager Pollinator Plant Workshop being offered by Habitat Acquisition Trust on February 16 and 22, 2018. CARRIED
