    8.1 STAFF REPORTS

    a) Temporary Use Permit No. 2018/01 - 280 Island Highway 1. Report dated November 15, 2018 from the Senior Planner (Pg. 19 - 22) Staff Recommendation: THAT public notification be conducted for consideration of Temporary Use Permit No. 2018/01 - 280 Island Highway at the December 4, 2018 Council meeting.

    8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

    a) From the November 13, 2018 Committee of the Whole meeting:

     1. **Fireworks Complaint - Christie Point**
     THAT the Committee recommend to Council that Fireworks Regulation Bylaw No. 640 be reviewed in consultation with the community and the Cities of Langford and Colwood;
     AND THAT a report with options be subsequently provided to Council. (COW-31-18)
    
     2. **Development Cost Charge Bylaw Review**
     THAT the Committee recommend to Council that the proposed Development Cost Charges rates presented by S. Hurst at the November 13, 2018 Committee of the Whole meeting and listed as follows be given preliminary approval:
     * single family residential - $9,228/per dwelling unit;
     * multi-family residential - $6,128/per dwelling unit;
     * commercial - $38.54/per m2 of gross floor area (GFA);
     * institutional - $45.61/per m2 of gross floor area (GFA);
     AND THAT stakeholder consultation be undertaken. (COW-32-18)
    
     3. **2017 Proceeds from Sale of Land**
     THAT the Committee recommend to Council that the outstanding internal debt for the Public Safety Building construction project of $290,671 not be repaid to the sewer fund operating surplus. (COW-33-18)
    
     4. **Application for Investment in Canada Infrastructure Program Funding**
     THAT the Committee recommend to Council the Town provide a letter to the Victoria Highland Games Association indicating a.) a willingness to partner through provision of a property tax exemption for the property at 1801 Admirals Road; and b.) that further partnering opportunities, such as fee waivers or reductions, will be considered in the future and pending the status of the Victoria Highland Games Association’s community centre project.      5. **Victoria Urban Reconciliation Dialogue Steering Committee**
     THAT the Committee recommend to Council that Councillor Mattson be appointed as the Town lead to the Victoria Urban Reconciliation Steering Committee. (COW-35-18)
    
     6. **Presentation of Draft Parks and Trails Map**
     THAT the Committee recommend to Council that the Parks and Trails Map be made available on the Town's website;
     AND THAT staff make additions and amendments to the Map as they see fit. (COW-36-18)
    
     7. **Rezoning Application - 1801 Admirals Road**
     THAT the Committee recommend to Council that a formal request be made of the Province to allow municipal heritage designation of the Craigflower Manor site. (COW-37-18)
    
     8. **Safety along Watkiss Way**
     THAT the Committee recommend to Council that the email dated November 2, 2018 from J. Cameron, Re: Safety along Watkiss Way be referred to staff and the Community Development Advisory Committee. (COW-38-18)
