Mayor Screech called the Public Hearing to order at 7:00 p.m.

3. PUBLIC HEARING

a) Statement of Public Hearing Procedure

Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on June 6, 2018. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, June 13, 2018 and Friday, June 15, 2018. A total of approximately 621 notices were mailed on June 7, 2018 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAWS FOR CONSIDERATION

a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1000, 2018 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Amendments to the P-4: Regional Institutional Zone and Associated Regulations

1. Comments from Municipal Staff

The Planner gave a summary of the bylaw amendment with respect to the proposed uses of the site.

Council and staff discussed future requirements for siting of garden beds in the 30m Riparian Areas Regulation setback area; potential property tax implications upon expiration of the grant-in-lieu of property taxes; and the cessation of the neighbourhood advisory committee after the therapeutic recovery facility’s first year of operation.

2. Comments from the Applicant

D. Evans, Director, Our Place Society, discussed the proposed model for the therapeutic recovery facility; requirements for program participants; neighbourhood consultation; and the implementation of a partner agencies’ advisory committee.

3. Comments from the Public

a) D. McNally, 353 Linden Avenue, Greater Victoria School District No. 61 School Trustee, expressed her support for the facility and therapeutic program and advised she is a member of the neighbourhood advisory committee as a representative of Eagle View Elementary School.

b) J. Zwicker, 2471 Park Ridge Place, stated she is a member of the neighbourhood advisory committee and spoke in support of the therapeutic program.

c) D. Stevens, 91 Talcott Road, discussed his previous concerns with the former Choices Transitional Home and his support for the proposed therapeutic recovery facility. He stated he is a member of neighbourhood advisory committee.

d) L. Meilleur, 44-14 Erskine Lane, discussed his previous concerns with the Choices Transitional Home but now feels comfortable and secure with the proposed therapeutic recovery facility.

e) J. Freeman, 279 Bessborough Avenue, expressed her support for the proposed therapeutic recovery facility and the use of gardening therapy.
