Mayor Screech called the Public Hearing to order at 7:37 p.m.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on June 6, 2018. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, June 13, 2018 and Friday, June 15, 2018. A total of approximately 680 notices were mailed on June 7, 2018 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAWS FOR CONSIDERATION
a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1002, 2018
A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Rezoning 242-244 Island Highway to RM-3: Mixed Residential
1. Comments from Municipal Staff
The Planner gave a summary of the bylaw amendment with respect to the rezoning of 242-244 Island Highway.
Council and staff discussed building height and concerns regarding access and egress for the property.
2. Comments from the Applicant
A Lowe, Architect, Alan Lowe Architect Inc., gave an overview of the proposed development.
3. Comments from the Public
a) J. Roach, 226 Suzanne Place, expressed concerns about the increase in traffic; safety of children walking to school; access and egress difficulties; and loss of privacy for her property due to the height of the proposed building.
b) G. Mead-Robins, 227 Suzanne Place, noted concerns regarding the height of the proposed building; loss of privacy for her property; and access and egress challenges.
c) A. Morton, 246 Island Highway, stated her concerns regarding the height of the proposed building; siting of garbage/recycling receptacles; access and egress issues; and potential damage to or removal of water runoff diverters paid for by area property owners.
d) A. Wotherspoon, 214 Suzanne Place, expressed concern regarding the use of Suzanne Place as overflow parking for the development at 242/244 Island Highway.
