3. PUBLIC HEARING

a) Statement of Public Hearing Procedure

Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Director of Development Services advised that the notice advertising this Public Hearing was posted on the Notice Board at the Municipal Office on June 20, 2018. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, June 27, 2018 and Friday, June 29, 2018. A total of approximately 213 notices were mailed on June 20, 2018 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAWS FOR CONSIDERATION

a) Official Community Plan No. 811, 2011, Amendment Bylaw No. 1003, 2018

A Bylaw to Amend the Town of View Royal Official Community Plan with Respect to the Land Use Designations of Lot A, Section 98, Esquimalt District, Plan EPP55974

1. Comments from Municipal Staff

The Director of Development Services gave a summary of the bylaw amendments and noted a prior apartment and townhouse development application for the property; the extent of park received by the Town through the build-out of this area (over eleven hectares); and the changes that have occurred in the area due to residential construction.

3. Comments from the Public

a) B. Fairbrother, 2 Casey Place, requested that Council consider two covenants for this property; one for the construction of a wooden fence or hedge and another for a wildlife corridor.

b) J. Patton, 6 Casey Place, stated her concerns regarding loss of privacy due to elevation differences, lack of visitor parking, and blasting.

c) M. Scholz, 4 Casey Place, stated her concerns about development near her house and blasting. She indicated she felt the process has not been transparent.
