  1. CALL TO ORDER – Mayor Screech called the Public Hearing to order at 7:13 p.m.

  2. APPROVAL OF AGENDA MOVED BY: Councillor Mattson SECONDED: Councillor Weisgerber

    THAT the agenda be approved as presented. CARRIED

  3. PUBLIC HEARING a) Statement of Public Hearing Procedure Mayor Screech made a brief statement regarding the procedures for public hearings.

    b) Statement of Publication of Public Hearing The Director of Development Services advised that the notice advertising this Public Hearing was posted on the Notice Board at the Municipal Office on June 25, 2018. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, June 27, 2018 and Friday, June 29, 2018.

  5. BYLAWS FOR CONSIDERATION a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1005, 2018 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to General Regulations Pertaining to Liveaboard Vessels

    1. Comments from Municipal Staff The Director of Development Services gave a summary of the bylaw including the proposed amendments to the bylaw regarding liveaboard vessels.

    Council and staff discussed the proposed amendments to the bylaw.

    It was noted that liveaboard vessels moored beyond the period specified in the proposed bylaw would be impacted and that vessels moored with the appropriate approvals in place would not be impacted.

    1. Comments from the Public a) B. Haines, 306 Bessborough Avenue, spoke to Council regarding the proposed bylaw amendment and requested the bylaw pertain to liveaboard vessels only.

    The Director of Development Services noted the proposed bylaw amendment pertains to the length for moorage of liveaboard vessels. The Mayor stated that there is a problem with liveaboard vessels in Portage Inlet.

    Council questioned whether the amendment could be applied only within Portage Inlet. The Director of Development Services stated that, should Council wish, the surface of the water could be zoned.

    b) D. McCooey, 111 View Royal Avenue, discussed options to manage liveaboard vessels.

    c) N. MacNaughton, 9 Governor’s Point, questioned why residents were not informed prior to making a decision to amend the bylaw. The Mayor stated that notification was undertaken in compliance with legislation.
