RECOMMENDATION:

THAT Council sends correspondence to Colwood indicating an objection to:

  • Figure 11 Cycling Network map as it shows a buffered bike lane into View Royal on Wilfert Road which is inconsistent with Town policy
  • Figure 13 Road Network as it shows Wilfert Road being a Collector Road which is inconsistent with Town policy.

PURPOSE OF REPORT:

To advise Council on any matters that impact the Town of View Royal with respect to the proposed Official Community Plan for the City of Colwood.

TIME CRITICAL:

Yes. Comments are requested by July 23rd, 2018.

BACKGROUND:

The Town received an email referral of the Official Community Plan from Colwood on July 12, 2018. After a brief review, staff identified two potential issues with respect to the transportation chapter.

Figures 11(Page 69) and 13 (Page 73) in the Draft Official Community Plan for the City of Colwood indicate future use of Wilfert Road that is inconsistent with the Town’s policies for this road. At present, Wilfert Road is not open beyond the rear access for 1730 Island Highway.

Current policy in the Official Community Plan and the Town’s Transportation Master Plan do not indicate any plans to open Wilfert Road for vehicle or cyclist traffic.

POLICY IMPLICATIONS:

Should Council wish to reconsider the current policy with respect to Wilfert Road, this could be done through a review of the Transportation Master and an amendment to the Official Community Plan.

RECOMMENDATION:
