  1. CALL TO ORDER – The Chair called the meeting to order at 7:02 p.m.

    Councillor Kowalewich welcomed new and re-appointed members.

    The Chair and Vice-Chair were selected for the Community Development Advisory Committee.

  9. NEW BUSINESS

    a) Watkiss Way Solar Light Project

    The Committee discussed priority locations along Watkiss Way, west of Burnside Road West, and agreed that current lighting levels are sufficient in most areas with the exception of the bus loop located at the intersection of Watkiss Way and Highland Road. It was discussed that the only streetlight for this area is across the road and that the addition of two solar lights at each end would provide a sense of safety for transit users.

    Staff agreed and will move forward on installation.

    b) 2401 Burnside Road West

    The Committee discussed the BC Transit HandyDART proposal for 2401 Burnside Road West, reviewed by Committee of the Whole, and since withdrawn by BC Transit.

    The Committee discussed environmental impacts of development on sensitive environmental areas.

    Staff will provide a brief synopsis to the Committee outlining the process for development proposals in relation to environmental impact in sensitive areas, related bylaws, regulations and governing bodies.

    c) Geese Population and the Effect on Playgrounds

    The Committee discussed the health and environmental effects of goose droppings on public playgrounds. D. Faulks will contact the Parks, Recreation & Environment Advisory Committee with a request that they discuss this item.

    d) Transportation through View Royal

    D. Faulks provided the Committee with a map of View Royal, including a survey on future transit services in View Royal being conducted by IslandTransformations.org. He also distributed a handout indicating rail lines envisioned for the Capital Regional District and noted 2401 Burnside Road West as a proposed exchange.

    Councillor Kowalewich discussed a recent presentation by BC Transit on their regional future plans. It was noted that the rail transportation option has been removed from the current Official Community Plan. The Committee noted that it would be useful to discuss rail transportation in the next Official Community Plan update.
