Letter from Great Canadian Gaming Corporation re: Public Transit in the West Shore
The casino property operator raises concerns about recruitment difficulties due to limited public transit hours on the West Shore.

Dear Mayor and Council:
As you are aware, we were thrilled to relaunch our View Royal Casino property as Elements Casino Victoria on May 5th and we are very appreciative of your continued support. Although we are still very active building market awareness (as well as tying up loose ends associated with the project itself), we are encouraged by early results.
However, with our expanded operating hours (open 24 hours Friday/Saturday, and 9am to 4am the rest of the week) and the additional services we now offer, we are experiencing significant difficulty with recruitment efforts for new team members because of the limited hours for public transit offered on the West Shore, and we feel this could be a similar concern for some guests. And with other transit options limited (including the indefinite legalization of ride sharing), we believe this concern could grow in significance for our business longer term.
We recognize that public transit is managed and administered by the Victoria Regional Transit Commission, and that scheduling decisions in large part are governed by market demand. We have not forwarded or discussed our concerns with the Commission, nor do we know if the expansion of our business would be material enough to warrant a review of their services to the West Shore. We are pleased to know that the Commission was approved for additional funding from a CRD gas tax increase earlier this year, and we hope that has positive ramifications for service on the West Shore.
We are raising this issue with you to determine if this is a concern held by others in the Town or on the West Shore, and whether you feel this issue is worth pursuing further, either through the Commission or other relevant stakeholders.
